第一篇ISSUE,没限时间,估计2个多小时了。。不知道速度能不能提上去啊

Issue 56"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

The speaker asserts that more focus should be placed on the immediate problems instead of the anticipated ones. However, this claim overestimates the seriousness of the anticipated issues and is shortsighted. As old saying has it that in China: If you don't make plan for the future, you will have trouble soon, I personally think that the government should put proper emphasis both on the immediate problems and the anticipated ones.

On one hand, current problems serve as the direct undoing of social instability and the inhibitor of economic development, thus calling for urgent attention of the government. To some general issues such as unemployment, house price, food price, etc, consistent and ceaseless efforts are supposed to be made by the government as they are relevant to common people's living closely. Can the government manage the nation effectively and steadily only if the urgent affairs are regarded as the focus of work. This is especially true for certain sudden issues such as terroristic attack, natural catastrophe and so on. Take the 5.12 earthquake happened in China as a typical example. We would be hard-pressed to imagine what would happen in China in the absence of Chinese government's timely and feasible response - more people might die; epidemic might break out; economic might depress largely; the society might be unstable and the government might be overthrew at last. So facing those immediate problems concerning public interest and national safety, government should concentrate more on addressing them without no delay.

On the other hand, in the long run, any insightful government should not ignore anticipated problems, such as resource problem, environment problem, population problem and so on. In the first place, some future issues, if neglected now, might evolve into much more serious ones, costing far more to be addressed, and even incorrigible ones. Common sense informs us that precaution is better than treatment and the small persistent efforts we make today might avoid a disaster in the near future. For example, if we don't take measures to reducing the destroying to the ozone, in the near future, our human will suffer from temperature rise and rampant skin diseases. At that time, the only thing we can do is regretting. Moreover, as our ancestor laid the foundation of our today's suitable living circumstance, we should also seek to serve the interests of our offspring, just as the proverb goes: "Forefathers set up in year, the descendant enjoys the coal". For instance, government should carry out the sustainability policy to meet younger generation's resource needs.

Finally, it is wise for a government to pursue a legitimate balance in addressing these two problems, as both of them are restraining the development and improvement of our society. For example, a government should try his best to develop national economic on the basis of protecting the environment for our posterity. The greatness of Deng Xiaoping, the architect of China's opening-up and reform, lies not only on his achievement to some current issues, such as solving certain political problems, developing the economic, issuing the opening-up and reform policy, but also on his farsighted contribution to the future, say, the " One country, two systems" policy and the one child policy. In addition, from the election of American president, we may clearly see that any candidates would show both his/her methods in solving the immediate problems and his/her plans and promises to the future. The absence of either would lead to the failure of the election.

In sum, a successful government should possess of the ability of disposing of the existing or urgent issues and also should be forward-looking - forcing on the anticipated problems; otherwise, it will fail the public.
