Whether the government should pay few or less limitations on scientific research and development? In response to this issue, we need to comprehensively analyze the relationship between government and the scientific research and development from a dialectic perspective. The final judgment must depend on a case-by-case analysis.

As a servant of populace and the authority of the country, government should understand the significance of academic freedom in scientific research and development. Academic freedom, defined in The Oxford Com Panion to Law in 1988, is the notion that every researcher and scholar in any institutions have the right to freely glean the truth in their major field and pronounce the result of their researches to others, and they should not cater to the government, churches and the so-called mainstream in academic field by modifying their own opinions. If a government could not respect the academic freedom of scholars, a new born scientific theory and fruit of a research will be strangled in the cradle. For example, Galileo, bestowed as the father of modern observational astronomy, supported for Copernicanism by his contribution to the new development of astronomy. Because his theory offended the churches in Roman,Galileo was sentenced to live in the prison during his rest life by the Pope in 1633. Therefore, when the current government does not afford sufficient space to the academic freedom, the government will lead people to miss the very truth even if it is in front of us.

However, the scientific technology appears to be a two-edged sword in contemporary society. When it brings us a great number of material comforts, it also causes a lot of social problems such as pollution. The advent of assembly line manufacturing greatly enhanced working efficiency and eased the work burden. More recently, computers have helped people enjoy more free time by performing repetitive tasks and have made possible universal access to information. On the other hand, the scientific research and development also bring with some serious disasters. The research of nuclear energy in the war not only destructs the moral and ethic standard but also endanger the security of human beings.

In order to solve these problems, the government should not place none restriction on the scientific research at any time. Although government can not limit the freedom of science technology and should support the science technology through providing enough funds at the most time, the government could put few restriction into the development of science technology under certain circumstances. The circumstances may include the development of science challenges the mainstream moral standard and even breaks the laws, the goal of scientific research can not be reached in a long term as well as the expense of this research is luxury. It is the time for the government to take some measures to restrict the scientific research and development. There is a notable case in point that the transgenic technology, applied to clone human, threatens the morals and ethics of people. The government has the right to limit this research and avoid the cloning people's appearance. Another illustration of this point is that the so-called “Star Wars” defense initiative, championed by the administration of Reagan, cost a huge percentage of the budget of the government during the 1980s and was proved to a squandering of resource.

From the analysis mentioned above, I strongly commit to the notion that we need to call for a balance between the restriction and freedom. Without the freedom, the scientific research and development can not gain any advance in the future. Without proper limitation, human beings could not live in such a peaceful and harmonious society. In a word, this complex issue depends on the final result brought by concrete scientific research and development.
