TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

Should government place few restrictions on scientific research and development? Or should government place restriction on the research as long as it is feasible? In my opinion, scientific research should be placing enough space to make inventions and development, yet the government’s restriction is indispensable in orient a effective scientific research.

Scientific research should be allowed with enough space and freedom to nourish the new scientific development and discovery. Review human beings history, many far-reaching significance developments in scientific area were derived from unrestricted research program: the invention of steam engine, the discovery of vaccination, and the description of the theory of dynamics, so on and so forth. None of these scientific research and progress was intervened by government. Though we have no evidence to prove the same results would any thing but equally fruits as government put some restriction on research, it is the sound fact that these researches are generated as individual’s free talents and interests.

The second problem relevant to the relationship between government and scientific research is that government should exhibit its function when scientific research needs to be protect or inhibit. In contemporary society, the soaring developed information and communication transmission facilities more accurate and precise sub-scientific research, and to attain certain scientific achievements became easier, because of the reputation and honors accompanied with scientific achievements, scholars and researchers are inevitably tempted to participate in injustice competition. Undoubtedly, government should pose certain regulation and restriction to flourishing a healthy scientific research atmosphere, whichexcluding falsely scientific research and eliminate injustice pathways to achieve awards and honors by corruptions  

Equally important issue is that, when scientific research and progress lead to unaffordable results to the society, the government should pose restriction on them. Take the investigation in embryo for instance, human embryo research was already intervened and interrupted by national and international governments. Some enthusiasm researchers accused government for the restriction inhibits human being’s progress of solving propagation problems. However, government's restriction actually prohibits the collapse of social ethic and moral standards, and diminishes the generation of malformation, which probably accompany with generation of clone people.  Without the restriction make by government, the Clone techniques abusing and immaturity would definitely concussion contemporary well-being of the society.

The more crucial problem that relevant to this relationship is that besides appropriate restriction in certain unsuitable scientific research. Government should support the large scale of cooperation and communication in scientific research area. Some scientific researches are important in propel human-beings development, yet could hardly be prosperity without the support of government. The global energy resource problem is a telling example. Current society’s persistent development hinge on the available energy resource, government internationally and nationally should try to convenient and comfort the scientific research in this area, for the purpose of founding available energy resource, and for the purpose of human-beings long term survival.

In sum, government should put enough space for the free of scientific research in the prerequisite that it pose some restriction in striking a balance on competing interests. also, government should put restriction on some research that might lead to unaffordable results in the society, with farsight perspective, government should support some scientific area in order to prosperity scientific development.
