If I were an employer, I would prefer to hire an inexperienced worker at a lower salary based on the reasons from three aspects: finance, the possible prototype (obstination (This word is normally not used. The standard noun for 'obstinate' is 'obstinacy')) of those experienced workers and the potential of the inexperienced workers.
The first and the most obvious reason is that hiring an inexperienced worker at a lower salary will help the company save expenses and costs. Since hiring an experienced worker at a higher salary would probably exert great financial pressure on the company - for example, the company has already had no profits for several years, or the company is experiencing an ecomonic slump - (I suggest you pull out this middle part into an individual sentence, because it's disrupting the logic flow from the 'since' part.) it will no doubt be an wise decision to hire persons with lower costs. In addition, the saved money saved could be used to invest on some other promising projects or to ameliorate (This word means to 'improve a bad situation so it becomes tolerable', so unless you meant to imply that the company's current situation is bad, don't use this word to mean 'improve'.) the current situation of the facilities in the company.
Moreover, while it is true that experienced workers may bring instant profit to the company by using (Why not just use 'with'?) their existing skills and experience, a potential problem comes along at the same time: the fixed formation (I think you mean 'practices'..) of those workers. In terms of experienced workers, it is highly likely that they have already formed their own formation of disposing tackles (You don't 'dispose a tackle'. You just tackle.) or dealing with others. Some of them might be beneficial to the company, but meanwhile, it means some may be harmful. Plus Adding that experienced workers may be too arrogant and obstinate to regulate (I guess you mean 'manage'?) or change, it could lead to the stagnance of the company due to that no fresh energy is brought in.
Deep down, since inexperienced workers are mostly graduate students at the age of about 20 (Not necessarily so. If a worker changes track, say from engineering to hospitality, in the middle of his career, he's still considered inexperienced to an extent. It's unlikely to happen but it's possible.), they usually possess enormous potential. As long as they are be able to get the right way of guidance and cultivation, they will at least make some achievements or even become successful. In other words, they are just like a blank sheets of paper which is waiting to be fulfilled. As a employer, won't it be more interesting and significant to teach those young men than dealing with those somehow (I suggest 'possibly', which is more politically correct.) tedious and fixed (You can safely use 'stubborn' here) experienced workers? Besides, the overall company will also be much more vigorious and thriving overall because of the join of those graduate students. (Please avoid using verbs as nouns - and gerunds - even if it's grammatically correct. They can make sentences extremely awkward to read.)
An extra bonus of hiring inexperience workers might be the obtain (See my previous comment about using verbs as nouns. Not to mention that 'obtain' cannot be used as a noun.) of their eternal loyalty, for it is the company that supports them, cultivates them and changes them from greenhand (Avoid using slang words in formal writings, plus it should be 'green handS'. I suggest 'novices'.) to skillful workers, how could not them be not grateful? (They could pretty well be. It's dangerous to talk about such *moral* issues with an 'of-course-everybody-is-good' attitude because it might just look very naive.)
In consequence, taking into account all the factors above, I would undoubtedly hire an inexperienced worker, not only due to the consideration from of saving costs, but more importantly, because it is possible to motivate them to their full capacity, to completely excavate their potential. Youth (It's already dangerous to equate 'inexperienced' with 'youth', but it'll be devastating if you keep talking about it.) represents passion, enthusiasm and creativity. Experience can be obtained through training or practical deeds, but the loyalty, the inner passion and creative thinking, can only be gained by careful cultivation from the start, namely, from those inexperienced workers.
