Throughout human beings’ thousands years history, certainly it is easy to say one truth, that is science forces the progress of human civilization. For the contribution, I persist on the idea that government should minimum restrictions on legitimate scientific research but eliminate research on crime.

Scientific research leads to social progress and development for the continuous raising of material and spiritual wealth of living of all members of society. It brings us a more comfortable living condition that could extremely enhance our physical health. In 18th century humans’ expectation of life is less than forty years due to the low level of science and technology, difficulty living conditions and less effective treatment on disease. Then in 19th century, with the development on physics and chemistry, bacteriology was born. The researching on microbes and the discovery of Vibrio cholerae, Mycobacterium tuberculosis, Bacillus anthracis lay the foundation for immunity against disease of human beings. Florence Nightingale who advanced the education of nurses and engaged in nursing improved the poor standards in and trained nurse wok in hospitals which rekindle awareness about important issues such as preventive medicine and holistic health. In 20th century the advantage of humans’ life exceeds sixty years and scientists estimate that it might be over seventy years in 2020. Furthermore, such accomplishments alone on scientific research and development have satisfied the human spiritual wealth, whose mysterious nature inclines it towards transcendence, a reaching towards an invisible realm, towards the ultimate reality, that unknowable essence of essences called philosophy. The mind brought to mankind by a succession of spiritual luminaries which have been the primary link between humanity and that ultimate reality, and have galvanized and refined mankind's capacity to achieve spiritual success together with social progress. No serious attempt to set human affairs aright, to achieve world peace, can ignore the thinking of life. Also, the invention of computer produced a full range of great and far-reaching impact on economic, political, cultural and other aspects of human society. More than 200 millions people in the world use internet in the study, research, exchanges, trade and even entertainment to create a new work and live.

However, there exist a few crime actions which utilize science can bring extraordinary disaster of human beings. Facing to this big guilt, government must concentrate intervention to confine it. We know drugs as an invisible killer to destroy our body and spirit, lose ability of normal life. One example of drugs is Heroin. In order to acquire large profit some scientists who have fallen into darkness cooperate with criminals and continuously create new drugs to entice people, especially the young. People who become drug addicts bring great harm on families and country. Addiction might serve to robbery and plunder, homicide, even cause gung crimes. Today, countries are more and more focus on drug crimes and tend to joint effort on the fight against drug crime.

Whether the restriction on scientific research and development should be placed few is judged according to the nature. The research that is benefit for human being will be encouraged and advocated while those of them which do negatively reflect humans should be hold forever.
