You have to ask the department to absolutely make sure your tuition is waived. But it appears to me this offer does NOT waive your tuition, which means you have to pay following: $9000*2=$18000 tuition per year + $900*2=$1800 mandatory fee at school per year + your living expenses. You are offered $1374.5*12 = $16494. In total, you have to pay about $18000+1800-16494= $3306 per year by yourself plus pay your own living expenses.  

还有，说In addition, the package includes a health insurance benefit worth over $752.50 per semester，这个752.5应该是不包括在 1374.5刀里面的吧？
The insurance is added to you stipend, I believe it is not included in that $1374.5. But the value of this coverage is only a step above the minimum.

Yes, the fee is mandatory plus the tuition.

I can answer this question, but you may have to ask the professor for further clarification. It means following: theoretically, as long as you are making a satisfactory progress in your research, you should get this kind of money every year for the rest of your study.  However, it is possible in some rare cases that the professor is running out of money (this may happen in this department before). As the economy goes down, most departments may have less fund than they usually do. Additionally, in the small department such as this one, a lot of professors don't even know how much money they would have in the next 4 or 5 years.

他意思就是你每周工作20个小时，标准的TA工作时间。

一般都理解是tuition wavier后每月再发1300多, 但最好在check一下。这个表述有点诡异。

不包括，额外送的，他说了“in addition"。

嗯，谢谢大家的回答！！表达真的很诡异，偶发信去问教授和小秘去了，问清楚到底这个tuition fees是不是waived? 1374.5扣除下还剩多少。。。。
还有呀，这个deadline, 太早了，都担心没法拖，就浪费了。。。。有啥经验不？真是研究半天。。。谢过先。。。。
