提纲：基本不同意。
1.        很多的道德行为是没有办法来立法。因为：道德行为的评判标准不同；即使立法了，也没有办法执行的很好。
2.        很多因为某些道德行为比如：懒惰 贪婪，引发的问题，还是可以用法律和司法来解决的
3.        2者应该结合起来使用，以便能为好的社会秩序发挥更大的作用。

The speaker claims that many problems of modern society cannot be solved by laws and the legal system due to that moral behavior cannot be legislated. I insofar agree with the speaker on some moral problems are not solved by law. However, law and legal system will exert effective effects on some problems caused by moral behaviors. In my opinion, the combination of moral judgment and legal system will play a better performance on society order.

Admittedly, some moral behaviors cannot be legislated due to some reasons. First, moral judgment on behaviors varies from one culture to another, which makes it impossible to legislate to evaluate whether this behavior is correct or not. Some behaviors that are frowned in one culture may be tolerated in another. Second, some problems about the moral ones are difficult to judge, and even some morals are legislated the effect of law has little effect on implement. For example, Constitution of the United States claims that ‘All Men Are Created Equal’, which cannot explain why women are discriminated in the job market and why black people are treated unequally.

Disagreement on the claims is that some other problems involved deception in business caused by moral behaviors--such as dishonest must be punished by laws and legal system. People have many deficiencies like laziness and avarice, which can lead to various crimes. With the deficiency character of laziness, some criminals choose to steal or rob or fraud than to work assiduously. Under this condition, justice department must teach them a lesson to be away from these behaviors and warn others not to commit the same crimes. If not, the criminals will become rampant and will exert on a bad effect on the normal order.

Considering the functions of moral judgment and law, the society will become more order with combination of moral judgment and legal system. Moral judgment should evaluate the moral problems which the laws are not effective to judge. Moral judgment is the basis of our legal system.  At the same time, some other problems about the business chicane and criminal crimes which have brought about great harm to the society should be enforced by the legal system. Adjusting of moral judgment and law and legal system will play an more effective role in regulating the society order.

In sum, the problems should be treated individually due to their causes. Moral judgment and legal system should be harnessed simultaneously to solve different problems.

这个题目我没写过，也没有列过提纲，没有去查阅相关的资料，所以理解可能不够。看到这个题目，我的大脑里闪出几个问题：这个many如何限定？并不是所有的问题都涉及到法律、道德。限定完法律和道德所约束的范畴，讨论下法律不能解决的问题就是因为那些问题涉及到道德行为吗？是否有法律模糊混乱的原因？有法律惩处就一定有效吗？比如有些人违法了，需要警察去抓捕….

整体感觉你这篇说的更像法律和道德的关系，两者如何结合。而文章要论证的是很多问题不能被法律解决是/不是因为道德的问题。所以，你这样写有些跑题。不过，从你的结构、论证、逻辑、素材来看，水平还是很不错的。第一次写成这样很难得了，加油~~！
