Admittedly, the development of the traffic helps us a lot, with the help of airplanes we can get to any place around the globe within a day; but we also have to face the fact that the traffic also educes some problems: during the rush hour, a ten-minute's work might take us as long as one hour to drive to. People are trying to solve such problems and some suggest that drivers should pay a fee to be allowed to drive on the city streets during the time when there is the greatest amount of traffic. As I see it, it is absolutely a bad idea. The reasons I am firmly against it are as follows.

Firstly, how can we define‘the greatest amount of traffic’? I do not see it as an easy task, but I am sure that it is the basic of the proposal mentioned above. Some might argue that we can set the rush hour as the charge time. How about that---because of the fee, drivers do not drive on the city streets and there is not much traffic on the streets? Then is the fee still needed? If not, who is the one to decide that whether it is necessary to charge for the use of city streets? There is a great chance that even though the traffic is not heavy, the fee is still not canceled and corruption might happen. I do not want to think evilly, but sometimes we have to face the human nature. Others might say that we can depend on the amount of the traffic not the time. Well, it sounds like a good suggestion, but how can we achieve that especially for some small cities without too much developed equipment? In order to fulfill the suggestion, an avalanche of materials, staff, money should be spent, if we have the energy to set all the things needed, why do not we spend it to improve the traffic condition in the city?

Secondly, I do not think it is fair for the drivers . We all pay the taxes, and the taxes are used for the public facilities, at least the governments claims so. We build the streets and when we want to use them, we still have to pay. I am OK with that. But all the drivers pay for the taxes, while some can drive for free, some have to pay, it is unfair. I can not take that. No one wants to drive in the heavy traffic, but sometimes we just have to. We have to bear the terrible traffic, at the same time an unreasonable fee, it is just too awful.

Thirdly, this proposal can never solve the real problems. The heavy traffic in the city might be avoided by the fee, but the inconvenience the proposal caused is no less than the heavy traffic. The streets in the city can not be used freely, then some might choose to go by a roundabout route. The time and gasoline spend on the superfluous road is considerable. In addition, if more people choose to make a detour, the heavy traffic may turn up outside the city.

As discussed so far, it is clear that drivers should pay a fee to be allowed to drive on the city streets during the time when there is the greatest amount of traffic is of no value. In order to improve the traffic condition in the city, we should pay more attention to the public transportation such as the buses and subways and encourage people to use them; we should improve the road condition and so on. In a word, there are too many things can be done to improve the traffic condition that charging for the use of the streets is the last one.

Secondly, I do not think it is fair for the drivers . We all pay the taxes, and the taxes(可以换成they) are used for the public facilities, at least the governments claims so.
