oh, some additional information i found from university of michigan's website:

Where to File
You should mail your application to the INS Service Center having jurisdiction over where you live in the U.S. If you live in Michigan, you should mail your application to:

USINS Nebraska Service Center
P.O. box 87539
Lincoln, NE 68501-7539

If you live elsewhere in the U.S., please refer to the INS form I-539 instructions for the correct INS address.

So, this intruction is quite clear! I guess maybe some bigger universities will have better instructions...
