再次询问，是否有哪位可以很确定的告知下那道有选order,有选prevent的题目？就是an admistrator could powlessly______A's arrest, even could not ensure the self-unexplanatory expulsion of A from the government with tact.

这道题好像有个选项是exigent,其他的都不记得了，这题大家怎么选的？
