The fact that most students felt that they would be more likely to cheat without the honor code might, in a certain degree, show the effect of the honor code. However, it tells us nothing as to whether it is better than the teacher monitoring system at curbing students' cheating behavior. Without knowing the impact of the honor code in comparison to that of the old-fashioned system, we cannot easily accept the conclusion.
Last but not least, we should decide everything on a case-by-case basis. Even if the honor code works well in Groveton, it might not be as effective in other institutions. There may be many reasons for the dramatic increase in cheating. Whether the honor code solves the problem depends on whether it handles the factors that cause the problem.
