首先,我说明一下:刚才看了weenbopper的作业, 我感到 有些羞愧了。为什么呢?我写的真的不怎么地,作文思路太窄。敬请大家见谅。这是我的二篇issue,我会努力提高,免得。。。。。。   这篇文章基本思路是仿照小宝编得作文大家堂上的思路。(不瞒大家,平时如果写一篇issue纯用我的思路得用一天的时间,所以很无奈,见笑了)   提纲、例子:  1、政府的政策在对研究优先级的制定起决定性的作用。例证:在对h1n1病毒的抗击过程中,政府的策略起的作用。  2、研究资金的多少对研究优先级的制定起很大的作用。道理论证:很多国家都连基本的温饱都解决不了,还谈什么科研;还有很多国家队重大科研的欲望不高导致只注重建造计划。  3、研究人数、科研的环境 也 极重要。道理及例证: 资金充足了,但是,相关领域的科研人员却频发,结果只能是科研失败,像在抗击H1N1时。 When researchpriorities are being set for science, education, or any other area, the mostimportant question to consider is: How many people’s lives will be improves ifthe results are successful?” To discuss this statement, one has to beginwith the assumption that resources used in the research are not infinite, whichresearch priorities must be set on those limited resources. Those finiteresources include not only the money available for research, but also thenumber of people available for research and the research environment. How manypeople’s lives will be improved indeed should be viewed as the significant aimwhen set research priorities. One can imagine the effects without consideringthis issue.But in reality,politics, the total funds available and the number of researchers available forresearch in a given realms all determine to a large extent what prioritiesshould be set.First of all, the government politics playa crucial role in setting research priorities. Sometimes they are individualswho are the most important making priorities. As one example, this year whenthe H1N1, a catching virus suddenly appeared, the local government at once tookmany solutions to flight it, such as segregate the infected individuals fromother ones and properly cure and so on. Next, the government has made adecision to research and produce the vaccine as soon as possible. During thosesudden things, the politics of government directly determine to set theresearch priorities. However, the number of people affecting this H1N1 isrelatively smaller, such as recently, less 200 affecting from China. Why didthe government still take no efforts to research the vaccine?If research priorities were based purely onthe number of people obtaining benefits from the research, the H1N1 wouldinfect other people, probably leading to panic of the whole country.Another factor that must be considered isthe total funds available for research. The funds is the dynamo to propel theresearch forward, once the dynamo can not work properly, then the researchwould stop at once before display the results. In many countries, there issimply no money available for research of any kind. Those countries mostly lackadequate funds to properly feed their own populations. Other countries mightnot have enough desire to spend money on research, more willing to spend moneyon construction projects or other realms. Only can special types of basic levelresearch be performed without adequate funds. Priorities must be set on thebasics of what the government can afford and it is necessary to consider thatthe highest potential lies, rather than the absolute number of people that canbenefit from such research. Finally, the number of researchers and themethods to research have a clear impact on where priorities will lies. Althoughgovernment could actually be persuaded to focus on H1N1 as their top researchpriorities and dedicated unlimited funds to the project, the research still cannot smoothly perform. Because all money can not move the research at a higherspeed without enough properly researchers are masterful this realms. Perhapsthe money could be used to attract more highly people interested in it to enterthis field, but it would take several years to acquire the vaccines and theoutcome is unexpected. One the other hand, with the increasing cooperativecountries each other, it is necessary to follow solutions that country shouldintensify the communication and cooperation with each other. Such can possiblylessen the expenses as well as quicken the speed of research. Some researchesthat are easily reached to the agreement of cooperation should have a higherpriority.In theory, assigning research priorities isa practical and simple way to make a decision by the number of people that willbenefit. Nevertheless, there are other significant factors to impact it. Inreality, defining which benefits are most important, the following factors: politics,the funding used in the research, the number of researchers available in therealm, the research environment make the decision much more difficult. Maybesomeday in the future, with the technological advances, mankind can afford tomake this theory become a reality.

AUGMENT :The following appeared in a memo from the president of a chain of cheese stores located throughout the United Stated.
  “For many years all the stores in our chain have stocked a wide variety of both domestic and imported cheese. Last year, however, the five best-selling cheeses at our newest store were all domestic cheddar cheeses from Wisconsin. Furthermore, a recent survey by Cheeses of the World magazine indicates an increasing preference for domestic cheeses among its subscribers. Since our company can reduce expenses by limiting inventory, the best way to improve profits in all of our stores is to discontinue stocking many of our varieties of imported cheeses and concentrate on domestic cheeses. “
     
In this analysis, the arguer claims that cheese chain’s stores should concentrate on domestic cheeses, rather than imported cheeses. To substantiate the conclusion, the arguer cites the example of Wisconsin where the five best-selling cheeses at newest store were all domestic cheddar cheeses and a recent survey indicates an increasing preference for domestic cheeses among its subscribers.  In addition, the arguer assumes that such act can reduce expenses, no matter whether it will be realized, can improve profits in all of stores. This argument is unconvincing for several critical flaws.
       First of all, the arguer is based on the hasty generalization. The arguer generalize that all brands of domestic cheeses would sell better than imported cheeses.  According to the cited survey (by Cheeses of the World magazine indicates an increasing preference for domestic cheeses among its subscribers and so all stores should discontinue stocking many of imported cheeses) and best –selling cheeses stores were all domestic from Wisconsin, which is understandable. Only by these is the conclusion not enough to make all believable. For there are still many other facts impact this decision. The arguer does not consider the other important reasons why the best-selling stores are located in domestic. The reason might lie in the country exported the cheeses to the United Stated produces the number of cheeses is lower than five years ago, or the quality of cheeses imported is worse than five years ago, or the domestic stores has largely improved the quality of domestic cheeses this year. The double lies where the actually reason is and if the second: the quality of cheeses imported countries is worse than five years ago, this would probably lead to the decrease to choose imported cheeses and make the domestic stores best-selling. On the other hand, the country exporting to US might quickly realized this problem and rehabilate the higher quality of cheeses. Without enough consideration to this condition, the local might hate the taste of domestic cheeses, preferring altering the tastes of cheeses. The following year, one would probably move in the opposite direction---the increasing preference for the imported cheeses. So the company should take all facts into account.
     Another unwarranted assumption is than the customers of the chain’s different stores all have the same preference. The arguer cites the Wisconsin where the best-selling are all located in the domestic stores, then the arguer would make a conclusion that other chain’s different stores have the same condition, which is unwarranted. As we all known, anyone might have a special liking that varies from the different culture, different areas or different prices to cheese. While, the arguer does not take this into account and only by the Wisconsin does the arguer assume other individuals in other areas would have the same preference.
                   In summary, this argument is not persuasive as it stands. Before one accepts the conclusion, the arguer should present more facts that the local prefer the domestic cheeses to the imported ones. To solidify this argument, the arguer would produce more evidence concerning the reasons why imported cheeses suddenly decrease and all subscribers’ preference.
