Before saying that a great nation should firstly insure the general welfare of its entire people, a clear definition of it should be provided. General welfare is making sure that all the people in a nation is not suffering from hunger, living shelter, basic education, and other living issues for the poors. Therefore, as it stands, general welfare is pleasing the unease elements of a nation and making a harmony out of it.
Indisputably, a great nation should first focus on making sure its entire people are leading a, at least, basic life. If not, imagine, scientist are experimenting for more efficient and high-tech medicine, while citizens are suffering from robbery or blackmail, in which people may get hurt physically, and all they need is no more than a bone surgeon and some cheap plaster. The same in art, artists are busy composing their human-purify master pieces, while people are complaining about they are having no crops to feed the family. It's a tragedy to over-emphasize the science and art, and ignore the basic living request for citizens. General welfare insures the nation stable.
A perfect example here, the once Soviet Union, its rulers all concentrated on heavy industry and its people did not have a more comfortable life than people in some crop-hard-to-grow countries in Africa. Admitted, the machines and heavy plants in Soviet Union are amazing, but no retired elders would ever expecting a life there, because a smooth pen is even absent for them to write their memories. In the end, people hold different opinions chose to separate in different directions, and Soviet Union no longer exists.
Achievements in art and science are important, but it's no more urgent than insuring the nation stable. United States is well known for its most advanced technology, but the public security (especially in its major cities like NY, L.A.) makes people scared. Meanwhile, some European countries are labeled as stable, overall wealthy, and easy life, such as Swiss, Monaco. Achievements in art and science contribute to the government or the wealthy class, but have no more apparent benefits than general welfare, which provide a great nation the stability it needs.
But the general welfare being the surest indicator does not mean that the development in science and art is unnecessary. Science developments provide a nation the military force, information security, and the like, which secure the nation. Art works record the culture and the spirit of a nation. These are all important and should not be neglected.
Therefore, though the achievements by its rulers, artists, or scientists are important and benefiting its people in some way; still, the main path of a great nation to lead is to make sure all its people away form hunger, disease not being medicated, or other life sufferings.
