明显不对，是我此题的突破口。我认为，the achievements of rulers, artists, scientist只是一种参考指标。Surest这种绝对化的词很有说头。

General welfare的定义是什么，要达到哪种标准？要保证所有人吗？
如果说general welfare是一种政府行为，那么要视政府的能力而定的。
（一个general welfare很普及，如果是个连好吃懒做的流浪汉都可以享受到福利的国家，那么人们还有何生活的积极性和创意？）

提纲：
1．保留的赞同
2．赞同福利是指向标，没有基本的福利保障，生活水平低，何谈great nation。
北朝鲜就是好例子。
3．但是：也要因情况而定。比如中国，在政治文化科技领域有突出成就，并且近年来发展迅速，虽然国力不能做到all its people的福利，但是中国仍然是a great nation。
4．所以是否是一个great nation需要多方面的理解。不能单纯只盯着某一种指标。


By what conditions could a nation be considered a great nation? The speaker claims that the general welfare of all citizens represents it. I only agree that the general welfare is the most important one, but could not be the absolute indicator to measure whether a nation is great or not.

Undoubtedly,a good general welfare of citizens is a remarkable indicator to call it a great nation; that is to say, a nation deserves the name of “great” if its government is able to guarantee the living conditions of its people. In most cases, a well-implemented general welfare system equates high level living conditions,such as in United states or some other developed countries in Europe. Their general welfare makes people living well and happy, so that everything else runs well since the basic quality of life is no longer to be worried about. On the contrary, there is a typical example from North Korean. No one in the world admit North Korean a great country even if they have aggressive political leaders, and smart scientists who could develop missiles, since we all see the people’s living conditions are miserable. So we could say the general welfare builds up a foundation for a nation to be great.

However,a great nation is also determined by other factors, such as the achievements of its rulers, artists and scientists. I mean a great nation allows some unbalanced general welfare and poor people exist if the general developments of the country are promising. China would be a great example. China is a developing country, and limited in the public resources that may ensure all people’s welfare. Billions of people in the rural areas have no general welfare at all. However, the world also calls China a great nation since the achievements of scientist or artists brought an amazing development in recent years. This is a country of energy and promising future, and most importantly,the positive spirit convinced the world we are as great as in the ancient times. In saying this, I mean that the politicos brings China social stability and harmony; the scientists brings the new technologies that making money and improving our life; the artists brings us beliefs and dreams that make we seek the ways to pursue happiness. All these achievements show the power of China in the world. In short, underdeveloped general welfare of China cannot prove that China is not a great nation.

Before I conclude, I need emphasize that it is the government’s action to carry out general welfare. So whether the general welfare would be a standard depends on different situation of nations. If we only focus on the achievements of a national government’s general welfare, it would be too narrow-minded. Can we call a nation great if its entire people, including loafing beggars, enjoy the welfare, but are lazy and reserved all day and satisfied what government gives them? Obviously no.

In sum, there is no absolute indicator to measure if it is a great nation. The general welfare could be one most important and well-known indicator, but other factors, such as the achievements of other things in the society may also be important indicators that we shall never ignore.

没能提有效的建议，还请见谅。最近忙于期末，Issue的写作还完全不上道，从我的作文也能看的出哈。希望这几天的训练能够提高一下，争取和大家一个水平，也省得我总在吸血没有贡献。。。

真的很内疚。
