When common people withhold information, it may cause welfare fraud, patent ambush and so forth; however the public leaders, since their particular identity, should and must withhold some information from the public. In this sense, I agree with the statement that withholding information from the public by political leaders is necessary and even desirable. And my reasons are listed as follow.
In our modern society, in which only believe power and ability, complete honesty just means weakness, and thus negatively affect the leader's political career. The citizens vote for your peerless ability and stunning skills, once you share the information with public or even ask for their suggestions without any exception, it is understandable that the populace would think you are not competent for the position at all. Also, unnecessary informing would stimulate ferment that disturbs the harmony of the society. It is too rash to inform the public every detail. Say a predicted inflation by a notable economist would make possible this once imaginative disaster by pushing all the citizens flocking into stores or super markets for purchasing the daily needs. And thus, it is unnecessary to trigger this panic and chaos for the sake of the national safety and stability. Moreover, some confidential projects or plans, once leaking to public, they would lose their effect.
When it comes to our privacy, it should always be withheld, after all too err is human. For the leaders themselves, this effect would be detrimental. Say President Clinton, although made underestimated contribution on recovering the once staging American economy, he was still widely criticized for his violation of morality and ethnic. Also, the effect of leakage of leader's private life on the mass would be adverse. As a public figure, the political leaders are not only a decision-maker and pilot of the country, but also an example and deputy of the country. Therefore, it would be highly possible for the mass, especially the adolescent, to imitate bad habit from political leaders.
However, once, some disasters or emergencies turned into truth, it is the government's obligation to share any useful information with the public, for mustering all positive resources, for rousing the public's awareness and for any instructive suggestion and help from the public. The sharply different attitude of the Chinese government toward two disarsters aptly exemplifies my point. Early in the epidemic of SARS, the PRC discouraged its press from reporting on SARS and lagged in reporting the situation to the World Health Organization, delaying the initial report; and even inhibit a WHO team that travelled to Beijing to visit the originated place. Delaying and withholding information was widely attributed to the immense breakout of this epidemic. However, in the latest Wenchuan Earthquake, since the courage and effort on sharing the information with media and other international organization, foreign nations and organizations immediately responded to the disaster by offering condolences and assistance. UNICEF even reported in the occurrence day that China formally requested the support of the international community to respond to the needs of Chinese government. And thus minimize the casualty and homeless people to the least level.
In a nutshell, after analyzing its pros and cons; by inhibiting unnecessary chaos and adverse effect, demonstrating your stunning ability and assuring the effectiveness of confidential plans; withholding information is an imperative skill for the political leaders. Nevertheless, we should share any beneficial details with the public for mustering all the positive power in approaching emergencies.
