The author claims that for the thorough revitalization, the public administration staff should step down every five years. Query, though, the indeed effect of the change, for the replacement itself has stepped to an extreme that neglects the case of reality. In my point of view, determine the issue on a base-on-case view would be a reasonable solution.
Basically, the claim that an operation on those in power after 5 years is actually to some extent. The credibility lies in 3 different aspects. First, this prevents the over centralized power and could therefore propel the democracy atmosphere; second, in the profitting department in the society, the leadership be replaced is a perfect prevent for bribing and corrupcy, for the quick shift of the leadership raised the cost of bribing; third, the flowing human resource could maintain a spirit and power in the working system, just where the arguer lied the emphasis on. The revitalization can be a fatal determine to the ethic of the enterprise culture, which contributes to both the society and the profession realm itself. However, take a closer look, and the assertion of the revitalization needs to be questioned, for the loss would be much greater than gain in this way. There are several aspects to be discussed. In the first place, revitalization is of tremendous significance, however, competing towards which, many other factors plays the role equally even more important, and the replacement of the leadership would undermine them. Additionally, it is common sense that a human resource movement of a huge enterprise itself is a sort of invisible cost, which require time and effort. At last, the procedure to have the new leadership voted or by other ways needs to be considered and mused, for it is an incident which closely relative to the individual interest.
Fundementally, the revitalization is of obvious importance, while stablity, constancy of the development are also crucial factors. On the issue of stablity, no one would argue that it is important in business, politics, etc. Take a grand illusion for the politics, in 50s to 90s the Japanese political variation, the average life span of a cabinet is merely 1.5 years, which caused a lag in the political revolution, and from 21st century on, the cabinet could only snatch the power for an average of 1 year, which reduced to a tragic number. In the fast pace of the political change, we doubt the efficiency of the staff.
What`s more, the leadership of the enterprise itself is a huge cost. Five years is a quite short time in certain fields like business. The 5 quick shifts of Sony Computer Entertainment in the five years from 2002, gave us a report that in the 2008 financial year of Sony the former profitting department changed to a 15% loss annually lag.
Last but not the least, how to process the newly onstages needs carefully mused, since the movement of the human resource involves too many interest aspects, and it is much too difficulty to have a satisfying change to everyone. Whom to be the new leader is a troublesome question, especially when we have to think about it every five years. Anyway, outstanding new leader cannot appear every five year without contraversies.
In sum, the author wrongly asserts the thorough revitalization of the public administration staff stepping down every five years. This overlooks stablity, cost, potential lag in profit and risks to grasp the "revitalization". (时间实在是不够了, 结尾没有力度) |
