There is always a debate on whether a leader should maintain the highest ethical and moral standard, in order to be effective. As leaders play an important role in the social life, as far as I am concerned, they should have fundamental, or even higher, ethical and moral standard, than ordinary citizens. However, as we know, no one is perfect and correct all the time and public should sometimes forgive the mistakes of leaders if their ethical and moral standards are not the highest.

In the first place, as leaders play an important role in the social life, they should have basic ethical and moral standards. A public official is the one who is elected and admired by the majority, and should lead the society to maintain a stable development, make contribution to the well-being of the whole society. In this case, the effect of a public official is crucial and indispensable because he or she hold the power given by public, has the responsibility to make profit for the public, and to some degree, is a fine example for all individuals in society. As a result, basic ethical and moral standard is an indispensable part of an effective leader, without which the leader could not benefit the whole society and even lead it to a terrible way. For example, Hitler, losing his ethic and moral, governed his country by violence and abuse of power, and finally caused the World War Two, which bring huge loss of lives and private prosperity to people all over the world. And the former financial Bernard Madoff, who was the CEO of the Madoff Investment Company, committed defrauding of billions of dollars from public individuals just because of his lust for money and losing of ethical and moral standards. Therefore, ethical and moral standard is a basic requirement for a public official without whom the public individuals would suffer huge loss and the leader could not be an effective one.

However, every one, as well as a leader, has some flaws and sometimes would make mistakes, and should be forgiven if one admit his mistake and want to make up for it. Leaders, in other words, are also ordinary people before they have been leaders. They grow up, live the daily life, and even do the same job as everyone else do before they undertake the great responsibility of taking care of the whole society. As a result, they will inevitably make some mistakes sometimes as everyone else do. For example, John McCain was not a good boy even he took drugs in college because he did not have a clear ethical and moral standards at that time, however, no one could blame these patriotic environment-friendly leader now for his mistakes decades of years ago. So, if one suffers from some flaws but have the desire and action to amend them, we should not blame his for his losing ethical and moral standards.

What is more, there are also some other merits that should be possessed by an effective leader, some of which is even more important than the highest ethical and moral standards. The job for a leader is to synthesize all the factors that would have influence on people's peaceful and prosperous life, so the leader must have ability to face all situations, make subjective judgments, and feasible plans. To own this ability, an effective leader should have wisdom, competence, tolerance, prowess, resolution, diligence, and so on. Only when all of these valuable merits are combined with basic rather than the highest ethical and moral standards, a public official would benefit the society to the greatest extent.

To sum up, we should admit that no one could have the expecting highest ethical and moral standards because everyone have some flaws, and to be an effective leader, one should possess the basic ethical and moral standards, as well as some valuable merits which is also important for a leader.
