Should the governments focus more on solving the immediate problems of today rather than trying to solve the anticipated one? I do not agree with the statement and what I believe is that both the immediate ones and the anticipated ones should be treated equally, because the former one determines the present, and the later one decides the future.
To begin with, there is no denying that the governments should deal with the present problems today for these immediate problems influences the stability of a society; meanwhile, they are the core of the anticipated problems of the future. The immediate problems, such as the poverty, environmental pollution, violence, definitely lead to the society crisis which governments should take steps at once, or they will turn out to be disasters. For example, the Minamata happened in Japan in 1956, is undoubtedly the consequence of the Japanese bureaus' neglect of environment protection. Such case alarms governments that solving the immediate problems are the fundamental necessities to the security of the society.
However, as Confucius said, 'worries will sooner come if one does not have a long-term plan'. Governments also need to pay much attention to the anticipated problems in the future for these potential problems are inevitably the key to determine the humanity's future, and they can be solved easily at present. The Greenhouse effect, which seems to make no sense to human environment, will raise average temperature and the sea levels, causing a unpredicted disaster sooner or later. But now the solution can be easily achieved by controlling the amount of releasing of carbon dioxide and rising people's consciousness of planting. The present approaches do not cost much to the governments, but the calamity will come if they are neglected. Like the economic crisis happened in USA in 1930s, because of the lack of government control, the inflation finally turn out to be a tragedy. So governments also need to plan for the anticipated problems.
Moreover, Governments should take the both questions simultaneously into consideration, for these two problems have a close connection. Like the traffic jams, which can be widely seen in metropolis, is a typical complexity. If the governments regard the streets broadening as the only way to solve the traffic problem, which may relief the traffic tension at present, the amount of automobiles will augment rapidly and the question will still be unsolved. So governments should plan to think about the anticipated problems such as the inflation of automobiles, and then take some efficient measures, like encouraging civilian's consciousness of riding instead of driving. Solving the present ones means the responsibility to ourselves, while figuring out the future plan shows our care to the next generation.
To sum up, the problems of current and anticipated should be equal to the governments. Without solving the immediate problems, the society can not develop further. Without taking the anticipated problems into account, the future of society will be eventually gloomy. Only when the governments take an all-around consideration comprehensively can we seek a balance between current living and future prospecting. |
