That said, the underlying difficulty of the government's position remains unchanged: its parliamentary majority continues to depend largely upon the support of either the "radical" Catalan nationalism of the ERC, or the more moderate, but conservative nationalism of Convergence and Union (CiU).

1、That said意为however，可以理解为“话虽如此”，是个常用词，你不妨用用看。
2、underlying修饰difficulty，意为：important in a situation but not always easily noticed or stated clearly。
3、largely，表程度的副词，to a great extent; mostly or mainly。
4、冒号引出下一句话，是对上一句的说明和补充。
5、radical和moderate、conservative是反义词，形容的程度不同，注意学习它们的使用场合。
