Does a public official who want to be an effective leader must maintain the highest ethical and moral standards? This challenging debate has been underscored continuously for a long time. To the author, the answer of this question is absolutely yes. I agree insofar as that a public official should maintain high ethical and moral standards either in policy or in the commercial area. At some point, however, I think it also depends on how to identify "effective" for the requirement of maintaining the highest degree. I would unravel this debate with following details.

For one thing, admittedly, public official as a leader has to be of the character of high ethical and moral standards. In the modern democracy society, public officials who are usually elected by citizens represent the considerably public opinion and promise. So officials have responsible to solve the problem at present and anticipate the puzzle in the future which is all based on the trust of citizens. We can imagine how we could believe in a person without high ethical and moral standards. People may excuse Clinton’s disloyalty to the marriage but would never forgive his dishonest to the public and his wife at the first in the sex scandal. Thus, the character of high ethical and moral standards is important for the public official.

On the other hand, is it the really case that public officials who were chosen by the voters are all in the extent of high ethical and moral standards? So far as that is concerned, we may seem to overlook the crucial basic fact that public officials, with authorities, often have more opportunity to face the allure for the abuse of power to exchange private illegal wealth. To look over the example of corruption, no further than Taiwan's ex-leader Chen Shuibian who is arrested and indicted as the accusation for corruption of billions of New Taiwan Dollar during the eight years of his presentation on the highest position as the highest political leader. But he never confesses his criminal behavior let alone to apologize to the public. Some people say that Chen Shuibian is not effective as a leader, but how to explain that why the people in Taiwan prefer to him rather than other candidates in the second quadrennial election. For that matter, the author's claim might be a promise rather than a requirement.

Ultimately, in fact, we have to consider other factors to connect the leadership and morality together to be effective on the officials. Still talking about Bill Clinton, the ex-president of United States, although he had a big mistake, the American public opinion still give him a high reputation contribution to the country for the policy and the development of economy. In these successful main areas for a president, we could claim that he is a effective president. Therefore, we could be easier to make the conclusion that the highest ethical and moral standards do not the unique condition for judging whether the leadership is effective or successful. Other aspects have to be also considered such as responsibility, courage, wisdom, cooperation and so on.

In sum, high ethical and moral standards are important to a public official who want to be an effective leader. When the actual evidence informs us that it is not the unique character of a public official to be a effective leader and other characters have to be required too.
