137.The following appeared in an editorial in the Mason City newspaper.

"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."

From the editorial, we can see clearly the arguer’s good intention to provide more convenience of creation for Mason(M) City's citizens. However, without a thoroughly research on the reason why residents here did not occupy themselves in water sports in the river nearby and whether the water here will be improved as the agency announced, drawing thus a conclusion may merely be a waste of the government's money.

First, there apparently lacks evidence to support that the reason for the residents' absence for water sports in M's river is due to the unsatisfactory water quality. Though there have been complaints about the water quality, the arguer fail to announce when did this happen or how many people have complained and in what way did they complain. Possibilities are that the complains have taken place long time ago by a group of people chatting, thus the river may not be so polluted as the arguer hints or the quality of water had been improved nowadays. In addition, there are still other possibilities why people do not came to this river. Those who claimed they are fond of fishing may just have no enough spare time for this time-consuming sport ,and maybe the river is not wide or deep enough for boating or too deep and swift for those who favor swimming. Still, it might be the low temperature in M that froze the river for the most time of the year, thus left any of the water sports mentioned inaccessible.

Assuming that it is the quality of water that deterred people's enthusiasm for water sports, then will the agency really do anything to improve it considering the water has been failing in the past? It is entirely possible that this is just the makeshift of the agency to palter with the town council's pressure. Besides, even if the agency actually take concrete actions according to its words, we all know it from common sense that the improvement of a river may have its effects seen even decades in the future. Therefore, advising the council to focus more on an anticipated matter in the long before is rather misleading.

Finally, the conclusion is actually a hasty one also in its contents as to improvement to the lands along the Mason River. If resident comes here for their favorite water sports, swimming, fishing and boating, the majority of money and energy, rather than focused on the land improvement, should be poured to build more facilities on the river, such as safeguards for swimming, fishing equipments, and quays and crafts for boating. A all-around survey to foresee the markets is also of much importance, because the investment will become a total waste if few residents will come.

In sum, the M council shall ponder on this suggestion scrupulously, and maybe conduct a survey among the residents to know exactly the reason for their not joining in the water sports here and promulgate strict/firm regulation to the agency's action taking. After all, improving residents' quality of life while make the most of limited resource is the best choice.
