题目:ISSUE 69 - "Government should place few, if any, restrictions on scientific research and development"
Should few restriction be put on scientific research and development by government,as the speaker maintains?Nearly everyone would agree in priciple that few comfinements contribute to a better atmosphere for the scientists to gain more achievement.However,in some certain area,restriction are strongly imperative.
The primary point of my agreement with the speaker is that science makes us a better society.Technology changes accompanying with scientific development,continues to improve the world in which we live.Consider,for example,the computer and network not only shorten the distance among the people all over the world,but also give almost everyone an opportunity to get access to a vast ocean of natural science and social science.An even more striking example involves that more and more ailments that seemed uncurable in the past are now conquered by the "magical" medicines and anatomies.Human beings' health lives and longevity are attribute to the constantly and swiftly development in medical science and tremendous efforts of scientists.Can you imagine a barbaric world without science?Therefore,supporting the scientific research and development,to the fullest extend possible,is the essential responsibility and obliging duty of the government.
Furthermore,on a personal level,less restrictions provide each scientist more space to do a larger amount of research; on a national level,less restrictions create the circumstances where having more opportunities for the boundless and limitless competition and cooperation among the scientists.Scientists and scientific institutes alike,for the sake of survive and thrive in competition,must continue improving ,reforming,and innovating their research project.And cooperation makes communication among the particular subject,or even across the suject possible.For instance,the experts from both biology and chemistry,through cooperating,produce a new subject-biochemistry, which can solve more complex problems that can not explain or work out only by single force of either subject.All of these can,and does accelerate the scientific development to some extent.As a result,the entire society prospers.
Notwithstanding,the foregoing merits should not blind us the negetive effects the scientific development brings.We do not need to go too far to find out that the heat debate on clone or not clone and inceasing environmental crisis,including the nuclear leakage accidents,ozone hole,and so on.Those are the terrible "byproducts" we are suffering for as much as the undue industrialization and the ill-formed scientific development.To solve these problems,exclusive reliance on the volunteerism is naive and imprudent,especially considering the stakes involved.That is why we urge the goverment to take measures to make restrictions on scientific research and development.Any goverment,whether communist or democratic,represents the political and coercive forces,must establish reasonable procedure for any scientific activities.Any scientific research go against the well-being of the human and the stability of the society should be forbidden.The goverment is the center of authority to place any desicion under bureaucratic management with various control and reporting methods for measurement of results,to eliminate the adverse impact that emerging during the process of the scientific development to the maximum extent.
In sum,I agree with the speaker on balance,it is wise for the govenment place few restrictions on scientific research and development in oder to boost the advances of the whole society.But if we were to take the speaker's advice too far we would risks the undesirable consequences and side-effects due to the the scientific research get out of control.In a word,govenment should place few but moderate restriction to guarantee the win-win situation. |
