TOPIC:ARGUMENT 42 - The following appeared in a proposal from the economic minister of the country of Paraterra.
"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

Is the author's assertion that the government of Paraterra should hire the current director of Bellegea's National Tourism Office as a consultant for the advertising campaign reasonable or suspicious? In-depth scrutiny reveals that hastiness of the author seriously undermines the credibility of his argument and his logic suffers from several fallacies as follows.
Primarily, the author mistakes the simultaneity of the increasing income of Bellegea and its advertising campaign to promote ecotourism for the causality. As the author does not mention any other policies that Bellegea have legislated to promote its economy, I have enough reason to doubt that the increasing income and visitors are due to other reasons. For example, perhaps the government of Bellegea spends much effort to promote the environment condition; the visitors do not pay much attention to the advertisement, but are attracted by the improving environment condition. Under this circumstance, the so-called successful advertising campaign lends little support the author's claim.
Moreover, even grant that the increasing income and visitors in Bellegea results from its advertising campaign, the author unsuccessfully allege that Paraterra should copy Bellegea's example in light of the suspicious analogy. It is quite possible that the medium in Bellegea is far more advanced, most of its residents and the foreigner are able to have access to the advertising campaign. While, on the contrary, Paraterra, with poor medium condition, can not quickly spread its advertisement in their own country, let alone to the people in other countries. Therefore, the advertising campaign is unlikely to receive better result in Paraterra, and the simple copy Bellegea's example would not probably promote the economy of Paraterra.
In addition, concessively accepting the both aspects above, whether the current director of Bellegea's National Tourism Office is able to lead Paraterra to prosperity is still open to doubt. As common sense, the person who is not familiar with the condition of his working environment can not work with high efficiency. Thus, the very director would not go on with his success on the basis of acknowledging his working ability is the key to Bellegea's promotion. Further, simply presenting the successful case in Bellegea, the author fails to rule out other possibility that lead to its success, such as the great financial support of the government, the high working efficiency of the whole advertising group, and so forth. To this extent, merely contribute Bellegea's promotion to the work of the director is unfair.
To sum up, for the fallacies above the argument is far from convincing. And to better support his argument, the author needs to add some detailed information about: (1) the real reason that leads to the economic promotion in Bellegea;(2)the necessary comparison of the two country to substantiate the analogy;(3)the director can really lead Paraterra to prosperity.
