The speaker claims that as an effective leader, he should conform to the highest ethical and moral standards. Though I agree that it is the leader's responsibility to set an excellent moral model for the public, it is neither practical nor necessary for the leader to adhere to all of these standards, considering the complexity of politics and their special missions to undertake.

To begin with, as a leader of a society, he should focus on taking necessary steps to promote the development of the society and at the same time maintaining its stability. For one thing, a leader should be characterized with courage, decisiveness and even obstinacy which can play the key role to lead his people to their common goal. For instance, Winston Churchill, the British leader in the Second World War, helped British people endure the most desperate struggle in British history with these characters. For another, a leader should be endowed with both intelligence and abundant political experience to cope with some ticklish problems. A telling example is John F.Kennedy, one of the youngest presidents in the United States history. Due to his far-sighted insight and appropriate solution, the possibility of breaking out of a nuclear war was prohibited. Therefore, to be an effective leader, he should have such abilities to handle various situations. And obviously, maintaining ethical and moral standards is not one of his major concerns.

Secondly, the complexity of politics and the rules of playing political games decide that some one who never goes beyond the constraints of moral standards is doomed to lose. We usually treat honesty as the foremost part of social morality. Yet in politics, honesty can stand in the way for an ambitious politician to gain power. Just Image the fierce competition in the run for presidency. One candidate is always trying his best to expose some shameful affairs of the past and disadvantages of his rival to the public. In this occasion, if his rival does not want to lose the hope to win, he should do whatever to cover those spots, thus departing from the honesty. We cannot blame him for his covering up. Since if he can not win the favor of the public, how can he get and make use of the power to serve the public. The same is true when a leader is dealing with the abroad affairs. Thus, instead of being restricted by some ethical standards, a leader needs to ensure his power, as well as concentrating on addressing the most pressing problems.

Finally, however, this does not mean that in any event a leader can violate the moral standards. In effect, behaving beyond the morality is a necessary evil, but a leader should never abuse it. From the perspective of the public, even though they can tolerate some behaviors of the leaders as long as the purpose is to enhance the development of the whole nation, they actually expect their leader to be more morally excellent as well. So, if the leader can achieve his major goals and at the same time adhere to the ethical standards, he will gain more support from the public, which is crucial for an effective leader. Otherwise, if a leader neglect and show his contempt for any morality, in the long run, his image in the heart of the public will tend to fade. For example, some leaders in the communist countries, who violate the morality without any justifiable reason, eventually lose their power and bring about chaos to the society.

To sum up, since it is incumbent for the leader to fulfill his primary goals, such as maintaining the safety of the nation and enhancing the development of the society, he should not always be subject to the constraints of morality. Yet in the long run, to have a firm position, he should try to comply with the ethical standards.
