Issue185. "Scandals—whether in politics, academia, or other areas—can be useful. They focus our attention on problems in ways that no speaker or reformer ever could."
(丑闻——无论是政治、学术还是其他领域——可能会是有用的。丑闻可以用演说家或者改革家无法使用的手段让我们注意到某些问题。)
Syllabus:
任何一个社会都存在丑闻，它反映了社会正常的监督机制是有盲点。法律在不断完善和社会在不断发展。丑闻的揭露对社会有利有弊。
1．   丑闻的揭露引起社会巨大反响，往往造成不好的效果。如，某些政府官员的腐败，前联合国秘书长安南（U.N. ex-Secretary-General Kofi Annan），石油换食品(oil-for-food program) ；如此高层的领导人都有丑闻，何况其他一些政府官员呢？追求真理的学术界：仅2004年，美国披露的科研造假案就达到274起；
2．   但某种意义上，丑闻的揭露反映了社会的某个层面的问题，有助于法律制度的健全和社会的净化。
某种程度上，丑闻的揭露对社会发展是动力。对于所揭示的现存的一些问题，引起社会和政府的关注。韩国黄禹锡(Dr. Woo-Suk Hwang)的克隆造假事件，秧及整个世界科学界，使人们对科学的真实性以及科学家的工作和成果都产生了质疑。可以通过立法或法律的完善来制止一些类似的丑闻再次发生。如，完善项目审批制度，对重要课题应成立专家组进行论证，制定剽窃(plagiarize)他人成果的法律等，来规范学术界，同时保护那些真正做学问的科学家们的利益。
3。但凡事有度。丑闻的揭露一旦变成了纯粹的满足人们的好奇心，变成了对名人的隐私的追踪调查，政府政策失误的炒作，为个人或集团利益制造新闻而获得某种轰动效应等；那么，揭发丑闻就可能动摇人们对社会公平和正义的信心，侵蚀人们彼此间的信任感和安全感，甚至威胁到社会稳定。这时，丑闻的揭露就是毫无意义的，对社会的发展起反作用。我们应于杜绝和制止。
4．丑闻的揭露对社会发展有利和弊。看人们怎么掌握度。虽然，揭发丑闻有利于法律的完善，但如果一个社会完全靠这种方式来发现问题，那说明这个社会的法律监督制度已经完全丧失灵魂了。

Scandal, as a part of civilization of human being, exists in every society of every historical stage. To some extent, scandal mirrors flaws in normal censorship of our society. As the developing of the world, various laws, rules and disciplines are ameliorating as well. Sometimes scandal can lead tremendous chaos. However, it has advantages and disadvantages to the development of our society.

Sometimes, scandal can trigger huge influence on our society and make people confuse about the facts or truth, which is antagonistic to the development of the world. Scandals can happen in different fields. In political stage, lots of scandals are disclosed in modern times. Kofi Annan , the ex-Secretary-General of United Nations is the case. When oil-for-food program was unfolded, this scandal overshadow the entire ten years of his administration in UN, which actually is very excellent job. Oil-for-food program is not only a event that affect Annan himself, to broader extent, it also initiates serious thinking and debate about what is humanitarian and the high-level corruption among government officials. In scientific world, where people pursue the truth and facts, scandals happen frequently too. According to coverage from USA that about 274 forged cases were exposed in research during 2004. Not to mention scandals happened in entertainment world. All these scandals are negative to the health of society.

However, scandal has its positive effects to our society, in that it reflects some existing problems, and exerts momentums to governments and the mass to improve the laws and rules. For instance, the most influential forged case in the world recently is Dr. Woo Suk Hwang, in Korea, who faked information in his clone experiments. This case led very detrimental influence to the whole research field, and makes the mass suspect about the efforts and works that other scientists made and the truth of science. However, it is because this case, surely added with other forged cases happened before, that the governments will enact some actions, such as, enhance the censorship of research programs, supervise the important researches by experts, and relative rules to prevent plagiarizing will be carried out. That is because exposure of scandals, governments and the mass pay more attention to this existing problems, our legal system can be perfected and improved.

Admittedly, people should control the “degree” and keep calm and fair when they focus on scandals. Once exposure of scandals became a sheer pursue for catering to people’s curiosity, like, peeping at famous person’s privacy, artificial news about something in order to get more profits by some companies and so forth, then, the effects of exposing scandals will lead the world run to a totally opposite direction to development. It is quite possible to vacillate the confidence to peace and justice of the world, invade the mutual believe and safe of people, moreover, it will even endanger the stability of the whole society. If we cannot control the “degree”, disclose of scandals will become insane and silly.

In sum, every coin has two sides. And so does scandal. In my opinion, whether we can benefit from exposure of scandals depends on controlling of “degree”. Disclosing scandals by right aims and proper ways, can be advantages to the development of our society and the improvement of legal system. If we run to far from the “degree”, and totally rely on this way to find out problems, then our legal system will have senselessness , what’s worse, it will be a mockery and pity for human being.
