TOPIC: ARGUMENT233 - The following appeared in a memo from the vice president of a company that builds shopping malls throughout the country.

"The surface of a section of Route 101, paved two years ago by McAdam Road Builders, is now badly cracked and marred by dangerous potholes. In another part of the state, a section of Route 66, paved by Appian Roadways more than four years ago, is still in good condition. Appian Roadways has recently purchased state-of-the-art paving machinery, and it has hired a new quality-control manager. Because of its superior work and commitment to quality, we should contract with Appian Roadways rather than McAdam Road Builders to construct the access roads for all our new shopping malls."

两年前由McAdam筑路公司修建的101公路的表面已经遭到了严重的破坏, 道路破裂, 有危险的坑. 在这个州的另一个地区, 4年多前由Appian筑路公司修建的66公路的表面, 现在依然路面完好. Appian公司最近新购买了筑路机器, 雇佣了一名新的质量控制经理. 由于Appian公司更好的工作和质量保证, 我们应该和Appian公司签合同, 来修建我们所有商业街道路.

1. 101公路和66公路相比, 虽然101公路修建时间短, 但由于过往车辆都属于重型车, 对于路面的损坏较大, 就不能说明McAdam公司的工作不好, 不保证质量. 66公路可能过往车辆少, 而且都是些小型车, 就不能说明Appian公司的工作好, 保证质量. 道路损坏有很多原因造成, 地理因素(侵蚀路面, 下沉), 人为因素(车辆多, 且重型), 后期保养因素(修复)等.
2. Appian公司够买新设备, 雇佣新的质量监理经理, 并不能说明McAdam公司这些都没有. 也许McAdam公司的更好. 雇佣1名新的质量监理经理并不能改变全公司的整体能力. 衡量筑路质量标准不单单只取决于设备和人力,还有铺路所选材料, 公司整体能力,经验等.
3. to construct the access roads for all our new shopping malls, 公路修的好不能说明商业街的路就修的好, 完全两种风格的工程. 更不能和一家公司签订合同, 要规避风险, 如果这家公司出现问题, 所有的道路全都会有隐患. 正确的方式应该是招标,还有其他很多家公司.

According to, not only the distinct current condition from different part of the state - Route 101 and 66, which paved by two Road Builders - McAdam two years ago and Appian more than four years ago, but also Appian's recent action in company, the vice president of a company, who arranges for construction of access roads for all new shopping malls, decides to contract with Appian Roadways. However, I find his argument logically unconvincing in several respects.
First of all, it's unfair to infer that Appian Road Builders accomplish projects more quality and better rather than McAdam does, there is no evidence can prove it. Although the road surface of Route 101, which paved by McAdam company, is now cracked hardly, even with dangerous potholes, worse than Route 66. But there are lots of reasons can reflect on this kind of the result. Such as changes of bad climate, soil structure on that field, heavy traffic and so on. It's entirely possible that Route 101 is the only high way to the heavy industrial district, on account of everyday's transit huge cargo, leakage chemical materials from large trucks, the road surface sure is damaged seriously. Additionally, without comprehensive maintain of road, the condition will be declined rapidly, might be less than two years. Therefore, without ruling out such possibility, the vice president will hard to evaluate the ability of companies.
Secondly, it's also poor to convince that McAdam Road Builders lack in building roads. Regardless of the fact that Appian company purchased the new paving machinery, hired a new quality control manager, it's still hard to prove the veriest capability of one company. And also that McAdam company maybe have such machinery, might be even advanced; Perhaps there are much more experienced senior quality control managers, and even professional project managers and supervisors.  Thus, to assess the quality of building road not only depend on machinery, human resource, but also material selection, experience of company and otherwise.
Finally, it's false that the vice president just focuses on two companies, if though the above assumption is correct. In order to avoid the accidental risk, it's better to hold a tender rather than alternative. Else, there is no fact that who has abundant experiences in building road, could construct the access roads for shopping malls well.
In sum, as I cite above, the author's conclusion is unconvincing to me. The construction of city's based establishment need to be attention more carefully.

In sum, as I cite above, the author's conclusion is unconvincing to me. The construction of city's based establishment（你是想表达城市的基础设施建设这个意思吗infrastucture of the city） need to be attention（be动词直接加名词？没有冠词吗） more carefully.
