Issue 69
"Government should place few, if any, restrictions on scientific research and development."

没有限时,sigh。

From middle ages when only a few laws of the nature had been found to present days people from every corner of  the planet earth could enjoy the convenience of science and techniques, science, the most productive force that lead the society to advance, has benefited people from one generation to another. Yet when one comes to the question that what is the better way to make the scientific research and development better serve human beings, under rigid registration or without any interference of the government? I suspect others would agree with me that government should properly regulate the scientific research while it should caution that over emphasis on registration would undermine its original value.

First of all, with its power to allocate funds and other resources, government is an indispensable guarantee for the steadily development of science. Unlike once upon a time scientific research could be defined as gentlemen's amateur action, nowadays no scientific field or no professional scientist could accumulate the tremendous amount of money needed to ensure the development and the competitiveness of the research. In other words, if government does not support the scientific research, especially some researches about fundamental theories or super scientific research plans, the scientific world would trudge through with difficulty or a particular field would even fade away.  Also, besides money, scientific research needs a lot of other resources, such as laboratory facilities, places to do experiment, etc. Government should appropriately allocate such resources to ensure the most important scientific researches could attain priorities and advance smoothly.

Furthermore, functioned as a double edged sword, scientific research and development could result in plenty of side effects without the regulation of government. Striking examples could be found in the twentieth century. At that time people saw glaciers all over the world eroded due to Green House Effect and people expected that the sea level would not rise and seawaters could not bury the civilization of many ashore cities; people saw the ozone hole above the arctic formed and enlarged and hoped that the hole would shrink and disappear; people saw nuclear power had made many human beings lose their lives and blessed that the leakage of nuclear energy in Chernobyl would never happen again; and people wished that other negative words which are related tragedies among many individuals like acid rain, sandstorm would not be the companion of scientific development and the process of civilization. Additionally, government could step in the research of some controversial experiments like human cloning. If not, however, conflicts among different races may be raised and the society may bog down in irrevocable chaos.

Nevertheless, government must allow the flexibility and free atmosphere of scientific world. Scientific world has its own specialties and characteristics, and many scientific researches are time consuming and needs a lot of patience. If the government does not pay attention to the right process of scientific development and wants every research to bring in profit in a short time, it could be nothing else, but the obstacle of the research. Moreover, for a certain field, it is scientists who are doing researches can better understand the difficulties and how to achieve improvement. Government, at most of the time is only a beholder of that field, could not intervene the scientific research before thorough investigations are made.

In conclusion, scientific world without the regulation of the government, will be like a horse without a saddle, though it could run fast, but without hope and aimless, could not get to the destined place. Meanwhile, flexibility of the scientific world must be ensured to make the horse could run with morale and exultance.

If not, however, conflicts among different races may be raised and the society may bog down in irrevocable chaos.(这段有的例子我觉得不太合适啊,猛一看上去好象很有道理,但是就我看来,温室,臭氧问题,政府限制不了啊,是科技不发达没办法减轻CO2造成的吧,就目前的状况来看,所以像这种的例子我都没用,只能想到NUCLEAR这一类的了,所以我的也显得很干巴巴的,汗~~~~~)

你的第一段我觉得写得太长了,从中世纪开始谈起,又用很长一段话来重复题目,然后才给出你的观点。我觉得这样不太好。关于中世纪的状况,完全可以放在论述的段落中去说;开头写得过长,弱化了论述的篇幅和强度,更占用了你大量的时间。

此外你的nevertheless那一段,是想论述“学术研究还是需要一定的自由空气”这个观点吧?这个观点很好,但是我觉得你应该注意措辞的语气,不管是怎样的让步或者妥协地讨论自由空气,你的所有论述都应该紧扣你的主要观点,也就是“政府的确需要对学术研究有所限制”,不能在让步段中一下子语气就彻底改变,否则会让人混乱的,不明白你的观点到底是什么,怎么前面还义正词严地说政府应该限制,后面又开始说政府不应该限制,搞不清楚你真正的观点是什么了。

关于nevertheless那段,我想你完全可以这么写:尽管政府应该如何如何约束学术研究,但是学术研究还是需要自由空气的,不能被完全束缚住,学术研究是怎样怎样的,所以说,在一定范围内政府对学术的约束是好的,过分的约束却会事与愿违。这样的论述方式,让人能看出来你一直在围绕你的观点进行论述。明确了你的观点是什么,也就更认同你的论述了。

If not, however, conflicts among different races may be raised and the society may bog down in irrevocable chaos.(个人觉得有些例子不是很有说服力,因为很多的时候不能说是政府不去控制一些事情,而是大家的认识都没有到那个地步,就像氟利昂,不是政府知道它的害处还不禁用,关键在于当年大家把它奉为至宝,觉得好像是找到了最好的制冷剂,降低了制冷造价,政府支持还来不及,也就说不上去控制什么的了,我觉得这里面涉及到一个认识程度的问题)
