8 It is often necessary, even desirable, for political leaders to withhold information from the public.

提纲:

首段:分类讨论,看信息的特性.

BODY1:政治生活某些领域的本质决定信息不能完全公开.两个方面:军事机密和选举.

BODY2:如果是大众必须知道,而且不知道会带来不好后果的情况,就不应该不公开信息.例子:非典

末段:总结.

另外,看完的同学如果不麻烦,请回答我两个问题:
①如何在末段给些关于这个问题的建议.
②关于非典的例子是不是太罗嗦.

Whether we want to acknowledge it or not, political leaders everywhere withhold a lot of information from the public. It is the nature of certain types of political life that has made it necessary and even desirable for political leaders to withhold the information, but for some other types of information, when public awareness of them has significant meanings and is in the interests of the people, it is also necessary for political leaders to make the information known to the public.


In some fields of political life, withholding information becomes necessary and advisable for political leaders for political concerns. This is clear in two fields of political life, national security and election. First, disclosing to the public certain types of information would threaten national security. For example, it is unwise to fully disclose confidential information about military forces and equipment, because the important information will be known to hostile countries at the same time when it becomes known to the public of your own country, and those countries, as a result, will be in a favorable position if they are to take any armed actions upon your country. Second, in the process of elections, a candidate must first gain support from the public before he can win the election. This is when it becomes necessary for a potential leader to withhold some unfavorable information about him or her. For a hypothetical example, in a country where homosexuality is not yet widely accepted, a homosexual candidate will be in an unfavorable position concerning the public response if he discloses his queer sexual orientation to the public.


However, under some conditions, when public realization of certain types of information has significant meaning and withholding it would produce bad results against the interests of the people, political leaders should not withhold the information. Here is an example of how this act has damaged the interests of the people. SARS, which is also known as Severe Acute Respiratory Syndrome, is by nature a dangerous disease. In 2003, the Chinese government made the case of SARS worse by concealing the true facts about this dangerous epidemic in the initial stage of its spreading. Early in 2003, a mysterious disease was said to be spreading in Guangdong province, but the government came out to clear the “rumor”. The government intended to lighten people’s fear and to avoid panic among people. But the epidemic spread very quickly and it finally went out of control soon. In April, when the government felt obliged to make things open, it finally announced actual facts about SARS and tough policies and measures were taken and the minister of health was dismissed. It is now widely agreed that if the government had not concealed true information about SARS and had instead informed people about the disease and educated them about how to prevent it, the disease could not have been so prevailing.


In conclusion, we cannot expect completely forthrightness from political leaders because the nature of certain areas of political life has made it necessary and even desirable for political leaders to withhold some types of information and in the same time, political leaders should avoid withholding important information which has significant meaning of public realization.

观点明确,论述清晰,例子恰当,语言流畅,
sars的例子前面几句有点儿罗嗦,后面还好。
建议结尾再加一句:无论political leaders做什么,都应该符合人民的利益。

这个问题只能是具体问题具体对待
SARS 只要讲与题目要点有关的就好了,不要讲这么详细,要突出论述

我这篇思路基本上来自老外280范文.那个挺管用.
就怕考试的时候遇到一些题没思路.

关于结尾的建议很好!
我的结尾打算这样:
it is our best wish that political leaders would deal with information according to the best  interests of the people.

SARS例子确实罗嗦了.

我认为选举的例子不好,要说明隐瞒公众的合理性,要从目的是利于公众入手,而选举从根本上来说是为了个人利益,这就引出一个问题,是否可以为了个人或集团利益而欺瞒公众。。。

又一次考G,把半年前的这篇做了修改

提纲:

中心:有时需要隐秘,有时需要公开,取决于民众的利益
Body①:需要隐秘。例子:关于国家安全;
Body②:有是需要公开。例子:中国ZF和SARS;


I agree that it is sometimes necessary and even desirable for political leaders to withhold information from the public. But on other occasions political leaders should tell the truth. When they should withhold information or should be candid is a matter that depends on whether the public knowing the information would serve the public interest.


In some areas of political life, withholding vital information is necessary and advisable for political leaders because it is in the interests of the people. This is apparent in information about national security. Classified information about a nation’s military force and equipment and defense system is not suitable and is not allowed for public knowledge, because these kinds of information, when revealed to the public, are known by the unfriendly nations as well and it may threaten the nation’s security. The conduct of revealing these kinds of information is considered a crime rather than a policy mistake. There are many other aspects of political life where political leaders should withhold information from the public. In some countries, the government is actually empowered by law to withhold various kinds of important information.


Even though we acknowledge that sometimes withholding information from the public is necessary to serve the public interests, it is also worth knowing that on other occasions, political leaders or the government for that matter should not withhold information. In 2003, the Chinese government made the case of SARS worse by concealing the true facts about this dangerous epidemic in the initial stage of its spreading. SARS, which is short for Severe Acute Respiratory Syndrome, is by nature a dangerous disease. Early in 2003, a mysterious disease was said to be spreading in Guangdong province, but the government came out to clear the “rumor”. The epidemic spread very quickly and it finally went out of control soon. In April, when the government felt obliged to make things open, it finally announced actual facts about SARS such as number of death and tough policies and measures were taken. It is now widely agreed that if the government had informed people about the disease and educated them about how to prevent it, the disease could not have been so prevailing. The government’s initial intention by not telling the truth to the public was to avoid panic and fear that the epidemic might brought among the people, but not withholding the information about the epidemic caused very bad effects. The Chinese government had learned a lesson from this case, that when dealing with epidemics government should be candid about reality.


In conclusion, we cannot expect complete forthrightness from political leaders. The nature of certain kinds of information decides that withholding such the information is in the interests of the public. But on other occasions it is in the public’s interests that certain pieces of information be known to the public. Sometimes the decision on whether to tell the truth is hard to make, and one needs thorough consideration before making that decision because the matter may have significant effects on the public.
