It is possible to pass laws that control or place limits on people’s behavior, but legislation cannot reform human nature. laws cannot change what is in people’s hearts and minds.

Laws are not almighty, but our society can not be without laws and orders. Therefore, it’s impossible for us to rely on laws to control everything such as human nature or minds, but laws still serve an indispensable role to regulate and guide peoples' behavior in a democratic society.
Understandably, laws can not be effective all the time in controlling people's behavior. Firstly, laws are not so perfect that cover every aspects of one's behavior, so there are some undefined notions, controversial issues, flaws and out-of data articles which enable people to find reasons to be out of control. Take the hot spot problem as an example, under the intellectual property law, pirated products are still available, and free Internet downloading and files sharing are prevailing as well. Because the intellectual property law failed to determine what behavior is illegal exactly and states the consequence clearly. Knowing the law, people keep on what they used to do and ignore it, since they think their behavior is excluded from the law. At this point, laws were not effective enough to control human's behavior. Secondly, a democratic society need more than laws solely to control peoples’ behavior. Ethics, social customs, traditions are other factors contributing to place limits on people's behavior. For instance, we are told to be polite to strangers as babies, but no laws regulate such behavior. It is taught from generation to generation, as a common knowledge shared by everyone and applied by most people. Therefore, it is impossible to control or limit people's behavior only according to laws.
Also, laws are unable to reform human nature and change people's hearts and minds freely. In my view, there's insofar no operative ways to reform human nature. Scientific research, psychological treatment, religious guidance or ethical restrictions have been tried out to do fulfill the task but failed, let alone laws to achieve the goal. Human nature such as greedy, violence, jealousness etc. are ingrained and hard to change thoroughly. Meanwhile, people' minds and hearts are also extremely complicated that out of the constriction of laws sometimes. Behavior is controlled by brains, so this explanation further prove why laws cant control peoples behavior.
Of course, to any society who recognizes laws and to anyone who respects laws, laws are of great importance, especially in limiting peoples' behavior. Laws protect citizens' rights, in return, peoples’ behavior are confined by their duties. Moreover, laws discriminate what can do and what can not do, which help people restrain oneself according the laws. Another reason is laws have strong power to enforce people to behave under limits with punishment. In short, most times, citizenry are under the restraints of laws.
To sum up, laws as a vital part to a harmony society, are capable of putting limits on peoples' behavior most time, while there are reasonable exception which laws lose the control on behavior. However, hardly can it possible for laws to challenge to change human nature and minds or hearts completely, since laws are finite. |
