TOPIC:ISSUE 11 - "All nations should help support the development of a global university designed to engage students in the process of solving the world's most persistent social problems."

As our society improves, more and more problems come up, usually solving some of them is beyond any one nation's ability, so all nations should join up together and support a global university to engage students in the process of solving these world's most persistent social problems. On the other hand, the participant nations have some impediments to overcome.

Admittedly, there are some persistent social problems which can not be solved effectively by any one nation's power. A nation's economy and researching ability is limited, and there are many other problems such as military affairs, unemployment and so on detracts its attention. So facing the word's most persistent social problems (the scarcity of energy—solving which needs a lot of money and scientists to research new substitute; the decrease of the quality of nature-- solving which also needs a lot of devotion to invent green products and the worldwide financial crisis—solving which needs the cooperation of many countries), one nation may feel too challenging to solve all of them by itself.

An effective way to address these world's most persistent social problems is that all nations join up and support a global university to engage students in the process of solving these difficult problems. When these nations solve the world's persistent problems together, various ideas from different cultures can mix, a lot of effort from different nations can join up, and a large amount of money from these nations can be invest in researching. For example, cracking the code of human gene needs a lot of experiment as well as a large amount of money. Now many countries has participated this project and human beings have achieve a lot of success due to these nations’ effort.

On the other hand, the participant nations have some impediments to overcome. First, sometimes a certain nation can not put enough concern on the supporting of a global university under the condition that it has its own severe problem calling for solution. Because serving its people is the major purpose of a nation; it may put the severe problems threatening the life of its people in the first place. For example, if a nation is facing a severe famine, can it spend more money on the researching of new energy in the global university than farming? Of course not. Second, with different conditions such as the level of development, the background of culture and so on, participant nations may have different ideas of which problem worth more concern. In the eyes of a nation whose environment is in good condition, maybe saving the nature is much less important than developing economy, but in the eyes of a nation which have suffered a lot because of pollution, that importance should be turned over.

In sum, all nations supporting a global university is a good way to solve the world's most persistent social problems, although sometimes the nations have to face some difficulty.

恩,第二段的例子是不太好找,我没有想出对比很鲜明的例子可以说明让国家分心的问题和世界性的问题,再想想啊
