The code of Hammurabi ,which was decreed by the king of Babylon,is the
first laws passed by human beings.It concludes the disposal of such
matter as theft, legacy inherition,debt,engagment and so on.
I strongly agree with the speaker's assertion that people need a law to
rule their behavior,which is suitable for the culture.But legislation
has no effect on changing one's mind,especially on human nature.

What is the pupose of making laws?Some people may think a certain law
limits their freedom,which is been misunderstand.There is no absolute
freedom for a man.Because everyone gets it,no one gets it.The society
will be fallen into a chaos state,if there is no law to rule our world
and our people.Without the pinishment of the laws,such wrongdoers as
murder,theft,robber may wander in every corner of your town.What a
horrible hell!Not only the crime disturbs our life,but also the
unbalance development in commerce,the powerful companys own the full
market so they can control the price.So when you want to upgrade your
CPU,only Intel,it will cost you more money than you buy a whole
computer now.


However,legislation cannot reform of human nature.Laws in society are
similar to rules in a game,which guide player survival in a competitive
world.Everyone is born with his own human nature.It determined by his
gene,living environment and some other factors.Every player has his
unique  personality before taking part in the game.If laws can reform
human nature truly,every disciplined player would lost their orginal
personality.That is a obvious nonsense.


In addition,changing people's minds is the work of education ,which is
another element of the stable society.Legislation can only tell the
people which is wrong thing not permitted,but not the welldoing.So only
use law cannot make our society become more harmonious.there is a
chinese saying that a wise king use his moral to inflence his
people.Legislation can give people a stable society,and education can
let people get a well-developing society themselves.


Last but not least,not every law is suitable for different
countries.sometimes laws should have a reforming.The lawmaker should
consider their people's culture,their country's situation in
fact.Making a law is not a talking show.Millions of citizens will be in
a trap if their laws only can read in a document.


In the final analysis,law is indispensable for a peaceful society.
Although it can limit people’s behavior,which is not enough for build
a thrive society totally, laws can not leave out education to reform
people in heart.
