It is possible to pass laws that control or place limits on people's behavior, but legislation cannot reform human nature. Laws cannot change what is in people's hearts and minds

I agree with the speaker that law can just restrict people's behavior, but it can do nothing to reform human nature or change people's hearts and minds. And the increasing of crimes under such mature laws, has properly proved the point.

Above all, we should admit that laws actually has confined people's behavior, and keep the society develop stably/steadily. Since the punishment to various crimes, people are afraid to commit crime. Although crimes happen every day, but it is just a short part of people, who commit crimes.  No stealer can steal others' belongings when people around all pay attention to the action. Nobody can easily hold a bright knife to threaten others or even kill others in the public place during the daylight. Since there are mature laws to control these wrong actions and punish the malefactors. With the laws, most of people are trying their best, to avoid do wrong things. And just with the laws, people feel the sense of safety in our collective life. From the above, we can easily conclude that laws has truly control or place limits on people's behavior.

However, legislation cannot reform human nature. There is a saying (and I interpret)that--It is easy for people to change their behavior, but it is hard for them to change their nature. It is certainly right. There has never been a sign to show that malefators will stop committing crimes. To the contrary, many facts show that serious crimes are done by the criminals who have more than one records of committing crimes. Only for a short time after the crimers being released from prison, most of them are likely to crime again, even more savage to do more fearful crimes. Just these severe punishment to the criminals cannot control their evil minds and reform their nature.

Finally, laws are also helpless on changing what is in people's hearts and minds, and probably morals and ethics are better tools on this aspect. As we know, laws have clear codes to control people's action, but no codes have no function to control people's evil minds. Even if knowing somebody has evil minds, without any evidence to show what evil actions he or she has done, we cannot punish he or she. Today conflicts between people are rising, whose reasons are many, for example, so much population and serous competitions in the society. Jealousness among competitors, make people keep distance to each other, which make the cooperation between them not well to go along with and often sets an obstacle to the development of a society. And these things cannot solved by laws. As a result, we should need other ways, like morals or ethics. Morals often advocate people to cultivate good virtues, like kind-hearted, cooperate with others in harmonious and carrying the obligation of creating a more peaceful and wonderful society. Good virtue often make people do more benefits to society. Ethics like Christianism~~~(谁知道基督教都主张人们什么呀?我写不出啊)

To sum up, from what has discussed above, we can easily conclude that law is very powerful on contronlling people's behavior, but in reforming human nature or changing people's hearts and minds, it is not as good as morals or ethics. To build a more ideal world, we should make good use of both of these two tools.
