题目:
The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.

"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and house-painting."

提纲:
1. 采用未必实施;
2. 地价上涨的主要原因可以不是那些限制;
3. 不同的时间地点可能会有不同实现环境。

全文:
A set of restrictions on landscaping and house-painting have brought about the increase in the property values in Brookville. Regarding that phenomenon, a committee of homeowners from the Deerhaven Acres recommends to adopt their own set of restrictions. Nonetheless, the argument relies on a series of unsubstantiated assumptions and is therefore unconvincing as it stands.

To begin with, the argument assumes that Brookville homeowners implemented the restrictions adopted by their community, but it does not substantiate that assumption. It is entirely possible that Brookville homeowners or part of them disapproved the restrictions and hence did not ever fulfill it. Then the increase in property values there is not due to these restrictions. Correspondingly, the analogy can not essentially be constituted, and thus the argument is invalid.

Even assuming that all Brookville homeowners strictly implemented the set of restrictions, whether increase in the property values is mainly attributed to that is still questionable. There are many others factors that may bring about increase in property values. For instance, economic growth enhances people's living quality, and they may require more room to live in. The increase in that demand will lead to the increase in property values. Besides, population growth and more refined property quality may also increase property values.

Even assuming that the set of restrictions dominantly caused the property values to rise, whether a similar set of restrictions will fit Deerhaven is still doubtable. After all, Deerhaven is a different place, and seven years later is a different time. It is possible that a uniform exterior appearance which is very popular seven years ago is no longer popular. It is also likely that Deerhaven people prefer multiplicity to uniform regarding ornamentation. Without considering these essentials of a reasonable analogy, the committee in  Brookville can not draw the conclusion safely.

In conclusion, the committee of homeowners from the Deerhaven Acres draws a poor analogy between Brookville and Deerhaven. To strengthen the argument, the committee must provide clear evidence that the restrictions in Brookville have been carried out and played a predominant role in the increase of property values.  Another paramount analogy element must be proved that the circumstances in Brookville now are fundamentally the same to those in Deerhaven seven years ago.
