Neighbour are those who live next-door to us and many of their qualities are related to our daily life.In my point of view,a good neighbour should at least have 3 qualities which i would like to explain in the following.

First of all,a good neighbour should have a good living habit and be friendly to you when you come to his or her home.As we all know,home is a place to relax and nobody wants to be disturbed by any noise.For instance,when i was in the rent apartment house in campus last year,it was extremely miserable(不知道用这个还是用awful好） that the neighbour always played cards with others or computer games late into midnight which could be noisy enough to disturbed my sleeping.（句子很长，不知道好不好）What was worse,when i asked him whether he could try not to be so noisy at night,he strongly refused to do so and his attitude was really bad,As a result,almost every morning,i could not help sleeping those days.thus,having a good living habit and being friendly are really important.

What is more,a good neighbour shoul also be repectful of your own privacy.As far as i am concerned,hardly does anyone want to have a neighbour who kept asking one's life.There is no doubt that we always have something that we would like to keep as a secret.In a word,a good neighbour should be repectful of these things.

Last but not least,a good neighbour should be warm-hearted.That is to say,he or she should be willing to help you whenever you come across some difficulty.I can still remember that last month when i was at home doing some cuttings alone,i cut my fingers bu accident.it was my neighbour who gabe me the first cure and drove me to hospital.i really appreciate these help and cannot imagine what would happen without their help.Obviously this is an indispensible quality for a good neighbour.

All in all,a good neighbour may have many qualities.Among them,the 3 i have explained above are the most crucial ones and they can do a lot help.

may help you a little with re-checking:
  1, there is no "department house"--- as i know
      house is house,, department is department
2, " i could not help sleeping----" what does this mean? wierd !
3 for my habit, i won't use "should be " i don't think a good neigbr should be ---
    i may use "would be "---------just personal habit
