从上周五到今天晚上学校网络一直瘫痪，以至于连作业也没记住，也错失了与大家的brainstorm，甚是遗憾。发现自己昨天花了几乎一天写的第一篇issue还不是布置的作业。。。
今天先交个提纲了，争取明天补上。一步一步补上来。


自己的第一篇issue
•8、"It is often necessary, even desirable, for political leaders to withhold information from the public."

――Outline:
1．When it comes to private information, the political leader should have the freedom to withhold it form public.
2. Fully disclosing to the public certain types of information would threat the public safety even national security.
3. Corruption and other bad effect may come into being if the politic leaders are not in a transparent situation.

I agree with the speaker that it’s sometime necessary, even desirable, for political leaders to withhold information form the public. Nevertheless we must not allow our political leaders undue freedom to withhold information, given it, publicity is of necessity.

One reason for my fundamental agreement with the is speaker is that when it comes to private information, withholding information from public is, to a large extent, essential and desirable, not only for the political leaders, but for a stable and harmonious government.
Political leaders, who we often see their scorching debate and no-stop visiting on the television and the front page of newspaper, have their own personal time which have no concern about their work as a political leader. It’s the time desirable to withhold from the public. If their private affair such as love hobbies and even affiliation with their buddies are exposed to the public by the reporter, a lot of unwanted trouble will come into being, which likely to bring bad influence on their daily work, even on the government affairs. Therefore, to provide the political leaders a comfortable and peaceful working environment, some measure should be took to withhold their information from the public.
Another reason that I essentially agree with the speaker is that the public safety even national security will be threatened if certain types of information are fully disclosed to the public. For example, the president discloses the specific plans or the strategies of anti-terrorist, publication can know the information, nevertheless it also provides the convenience for the terrorist. Having known the national plan on anti-terrorist, the terrorist can make more specific conspiracy to implement, which may result in heavily devastation.
However, we should recognize that corruption and other bad effects may come into being if the politic leaders are not in a transparent situation. There is a common conception that there will be a certain relevant between power and money. Except the natural cupidity of the leaders who own the power, what is more important to result in this people’s lasting conception is lacking transparence and supervisal of the politic leaders. Corruption will harm the society in a democratic regime. To this point, disclosing of information for the public is necessary to establish a clear-fingered social environment.

In sum, taking in to all the factors above, we can conclude that it’s desirable to withhold information from the public, at the same time, some transparence is needed. It will benefit both of the leaders and the society.

7. Education ill be truly effective only when it is specifically designed
to meet the individual needs and interests of each student.【51】
教育只有被专门设计来满足每一个学生个人需求和兴趣的时候才是真正有效率的。

Position: I partially agree with the speaker that only when it is specifically designed to meet the individual needs and interests of each student, education will be truly effective.
1.        The traditional teacher-centered education ignores the individual needs and interests of each student, which proves counterproductive. (eg.)
2.        Students-centered education can most effectively involve individual students in the learning progress. And inspire their potential ability.
3.        However, the function of education is not only imparting knowledge, but inspiring interests, culturing character, teaching the way to think and behaving.
4.        Considering high the cost of design the specifically course, it may be not feasible. Even so who design the course is also a problem.
