1. 在发达国家在大城市,的确容易产生新文化,因为其人口密集,利于文化产生和传播。
2. 但传统文化,一般不是在大城市产生的。
3. 反而大城市容易颠覆传统文化,接受新文化。因此政府的支持大城市发展可能对保护传统文化没有作用。
4. 虽然一些政府非常支持一些产统文化的发展,尤其是在国际上的传播,但那更多的是一种政治手段。但政府有其它职能,没有必要过于重视文化的发展。不适应新社会的文化会被淘汰,适应的会得到发展。

I disagree with author not only on the given reason but also the recommendation.
Admittedly, In highly developed countries such as USA, UK, Germany, etc., which enjoy a high level of civilization and whose major population live in cities, some of the nation’s culture and traditions might be preserved and generated in cities since culture could be so called only after it was accepted by the majority of society members and could have influence them greatly. Of course, cities enjoy this priority, for they are highly populated, and citizens so active in mind that they could both easily come up new ideas that could eventually become new culture, and be easily affected in the form of mass media: newspapers, magazines, televisions, radios, internet. For example, a new kind of music might be easily popular soon after it was composed and generate a new culture. New fashions could be easily accepted by residents, and further add a new element to the culture.
This point mention above suits well to the new culture. However, when coming to traditional culture, it might not work. It is well established that traditional culture were generated in a certain period of the past, one hundreds years ago, or even earlier. For instance, thanks giving day was generated when Europe immigrants landed the North American continent. Halloween, All Saints' Day, originates from an ancient tale, and many other festivals relative to religion existed in Middle Ages or even earlier when there stands few big cities. Obviously, cities are not origin of traditional festivals, which compose a major part of culture and play an important role, therefore, culture traditions are not primarily generated in cities.
Neither are big cities the cradle of tradition culture, nor are they shelter for tradition culture. Culture traditions of current society are mainly generated in agriculture society, and adapted to the way of life in villages and small towns. As an important culture tradition, people visit relatives on Spring Festival, while big city residents living in big buildings might not even be acquainted with their neighbors and their relatives are not living in the same cities. What they could do only is to visit nobody and just to telephone their relatives and express the benediction to them. Having dinner with all families members at home are considered as another culture traditions in china, but when arriving at Beijing, Shanghai or Guangzhou, those cities among the biggest ones in China ,we may find that restaurants are thriving in business because so many families drop traditions and go to restaurants for the Spring Festival dinners. Why? Generally, big cities are widely opened and some traditional culture may be substituted by extrinsic, overwhelming culture .
Many countries try their best to support the development and spread(any better words?)of their Culture traditions. Japan try to use their cartoons and dinner culture to strengthen its status in worlds. And Korea is also doing that by its teleplays that glorify their culture traditions and landscape. But it is generally considered as a kind of political tactic not aimed at culture itself. After all, culture as a factor should not be regarded as a primary one when government considering how to dispense the revenue. A government must consider such factors as education, health course, national defense comprehensively, define what is needed to develop immediately, make policies to ensure the balanced development. all these are what government should finance. In addition, Government do not necessarily need to lay too much emphasis, and pay too much attention on culture development. Culture traditions that could satisfy the new society could continue to be alive without financial supports from the government. Beijing Opera, which is an important part of culture traditions in Beijing, and well known to the world, is just the case. Since there are many people, some of whom are foreigners, like it, it could be supported by revenue from the performance and donations from rich, generous fans or companies. On the country, some culture traditions should be allowed to be extinct with time itself if it does not fits current life style.
In conclusion, we can not propose any principle applying to governments of all countries to direct which role to they should play in Culture preserving. But generally speaking, government need support the culture traditions, let alone support the big cities in order to serve that aim. |
