城市有利于文化传统的传播,但大都不是国家文化传统的主要保存和产生地,政府可以帮其宣传文化传统
城市本身具经济能力支持其文化的发展
其他地方(op)尽管更封闭,对外缺少交流,但往往文化传统保留的比大城市好,投入可以保护这些传统,也可利用这些传统资源发展这些地方
政府应在大城市和大城市外的经济支出中找到平衡,除此之外,政府应考虑最迫切的问题给予财政支持
总结

Should governments ensure that their major cities receive the financial support they need in order to thrive? The speaker contends so, for the reason that a nation’s cultural traditions are preserved and generated primarily in cities. In order to evaluate this contention it is necessary to examine the function of cities and other places in preserving a nation’s culture traditions and to distinguish the role played between cities and other places.

Cities, consisted of monstrous modern edifices like museums, and theatres, probably as well as ancient palaces, temples, mausoleums to draw people’s attention from all over the world, are thought to be the open windows of a country to the globe. With thronged ceaselessly by great crowd, cities do serve as centers for treasures of traditional or modern art, thus the nation’s partial traditions are spread aboard over the whole world by the works of folk art of a certain race, which, at the same time, stand for the nation as a symbol by getting the cream of them. Nevertheless, it is not the primarily breeding ground and sanctuaries for a nation’s culture that a city serves as. For nowadays, as different nations are getting closer and closer, with the modernism imposed on it, the style of city life and cultures of various countries runs similar, differing from their traditional ways. Thus, it is advisable for the government to use the cities’ big name to propagandize their cream of the nation’s culture tradition and avoid the increasing global culture subsidizing them.

Cities, under the management of their government, usually have enough capacity to modulate the economy for themselves, can also have capacity to support their nation’s culture tradition, for culture, which often represented by fine art, has always depended primarily on the patronage of private individuals and business, and not on the government,taking the Medicis for instance, the banking family almost impelled the whole Renaissance by supporting the artists such as Michelangelo and Raphael.

On the other hand, although occluded, more or less, from the internationalization, it generates and reserves integrally a nation’s distinct cultural traditions-its folk art, crafts, tradition songs and ceremonies-burgeon instead in small towns and rural regions, which governments should focus more attention on with the financial support. After all, modern cities are essentially multicultural stew pots, and have nothing to do with one’s distinct culture traditions. If with the financial support from governments, not only could the integrity of a nation’s culture be reserved, but also these places’ economy will develop depending on the integrated culture tradition. For instance, the small towns and rural areas treat the solely culture tradition as a superb resource for tourism development, which will give an impulse to trade, then to economic prosperity. Thus, government should grant the financial spport1 to small towns and rural regions.

Besides, as the public revenues are stated, the financial support to cities for their prosperity increases the expanse of government, and reduces correspondingly the amount of economic resources that could be used for medical treatment, education, or high-tech investment, and so on. Therefore, the government should weigh the importance among all those that need the governments’ support, then decide the most essential and immediate objectives to support.

In the final analysis, the government should take a balance in financial support between cities, promulgating the nation’s cultural tradition, and small towns and rural areas, preserving and generating the tradition, in essential objectives such as medical care, safety or economic development and other cultural project such as the supporting of culture reservation, mainly in accordance with the location’s economic level.

写时没发觉,再一看文章,最后一段也吓自己一跳,3x.自己感觉前面几段写的啰嗦了,后面展开不够充分,虎头蛇尾了。另外,审题方面也觉得不太妥,不知主要写文化的保存还是城市的发展。提纲有待推敲。
