1.肯定地说，比如登月计划，值得去做的，因为登月对于人类可以带来很多好处的，因此我为登月计划付出的投入（人力，物力等），进行科研都是有理由的。
2.即使目标是值得去实现的，如果需要付出的努力很大，劳民伤财，任何努力就不是有理由的。比如秦始皇修建长城，其目的是防止北方的游牧民族进攻，保卫边疆的作用。但是，修建长城劳民伤财，以牺牲百姓的利益为代价，这样的行为就是没有理由的。
3.行动只有配合目标，即目标可以实现，但付出的努力是在承受范围之内，即有能力去实现才可以说所作的任何努力是有理由的，否则就会造成社会动荡，经济受到抑制。

The speaker asserts that any means taken to attain a worthy goal is justifiable. While this assertion has merit, I think it unfairly overstate that any taken is justifiable. Consider two conditions: if a goal is worthy and taken will bring good result for society, this taken is justifiable. If attain a worthy goal need millions of people’s hard work and money waste, this taken is not justifiable.  

First consider a goal may benefit for society. Take lunar landing for example. In 1969, America first accomplished plan of manned lunar landing. Although it had taken countless endeavor and finance investment, this plan makes contribute to human’s development. The first significant role for this project is that to explore lunar will bring plenty of resources for human. Some statistics show that there are kinds of ore in lunar which may produce water. Some ore are rare in earth but abundance in lunar which may change our social energy structure. The second is that the lunar landing not only cultivates new generation scientists, but also accelerates the development of computer science, communication technology and other new technology. The final is that economically, the project had brought large profit. In a word, maybe some behaviors need large investment. As long as this investment makes great improvement for human’s development, it is justifiable.

Next consider taken may be disadvantageous to society. Take great wall for example. The aim for building great wall is to prevent aggressions for north minority. In order to finish this huge project, Qin empire used millions of people as slaves and many of them lost their lives. Besides that, the dynast also levied unreasonable taxes on people for the balance of budget. Although the aim is good for the nation’s security, this taken is not justifiable because irritate the nation and bring pains for society.

In sum, only a goal with good effect may be taken. Even the goal is worthy, if it doesn’t benefit for the society, the taken is unjustifiable. People should prepare for a worthy goal that may be advantageous to whole society. On contrary , economy will decline and society will be unstable.
