TOPIC: ARGUMENT24 - The following appeared in a memo from the president of Viva-Tech, a manufacturer of high-tech medical equipment.
"In order to reduce costs, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant. First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second, since the average wage earned by workers in Grandview is less than that in the other locations, we should be able to keep production costs low. Last, as an inducement for us to build there, Grandview's town council has offered to allow us to operate for the first three years without paying city taxes."

Before making the final decision, the president's memo need a careful examination. In fact, his memo is not cogent because he hastily comes to a conclusion-- relpacing some of the existing small plants with a large central one will reduce their cost-- without a convincing reason,what's more, his ideal location is also not so perfect just because of the so called three advantages mentioned above.
First of all,the president bings up his method to reduce cost which is too dogmatic to be accepted for there is no evidence to show that closing small plants and building a large one could reduce costs. Actually, most of people share a belief that to close a existing plant means to give up the fixed costs,moreover,to run a new one indicates a extra amount of investment on fundamental constructions.Meanwhile,when it comes to the workers, the factory ,which pruduce high-tech medical equipment, may lose some of its eptitude employors and have to pay a lot for the training of new ones. Only these twe considerations imply that possibility of a rise in cost which is an undesirable effect .When faced with the particular function of assemblely plants and central ones in cost controlling ,it’s an even more complex problem that varies from case to case. To simplely come to a conclusion is aburd. In short, the president give an unvalid advice at the very beginning.
Secondly,granted that building a large one is a somewhat wise opinion. Nethertheless,the three given reasons are far from sufficent to generate a ideal location. The president firstly take Grandview’s large adult population into consideration. Obviously, he neglected that adult labor force does not equal to applicable worker,especially for the high-tech manufactory. The reality is that we have completely no idea about the quality of the laborforce in Grandview. And it’s quite probable that among the large population there is hardly any skilled workers who would be competence for the factory’s task. If so, to staff the plant would not be easy. Then, the president points out that a lowest average wage in Grandview will be beneficial to cost saving. Most people would agree that it is really ridiculous to judge the production cost simlpely according to the average wage.The concept of average just shows that a practiced worker who serves a high-tech factory would gain no less than this amount, but it infers to nothing about the exact number,which is what we really care about. If proficient workers in Grandview ask much more than that of other palces, the costs would be unanticipatedly high. In the end,when turning our attetion to the last inducement, the president’s carelessness will be totally exposed. Without compare with other areas, it’s abitary to claim the free of three years taxes is a good deal. There might be a more agreeable policy in some other cities. And we even don’t know the policy three years later, which has the same importance as that of the early years. Even if Grandciew’s policy is the best choice on the surface, a close scrusity is needed.Why the government give such a good policy.Maybe grandview is a undeveloped remote city with hardly any industry.The government just want to attracte any manufacties to bulid plant there as a forerunner.Such a rural investing environment will surely cost more than a mature one.In a word, the three “advantages” could not support the choice.In addition, to reduce costs,many factors such as tranportations,related industyies, should be take into consideration.Convenient transportation to the goal market,easy cooperaiton with related companies matters a lot to the cost. Unfortunatly,these were ignored by the desider.
As it stands above, the president’s recommendation lack of cogent examination and far from constructive.
