"To avoid a budget deficit next year, the City of Grandview must eliminate its funding for the Grandview Symphony. Our citizens are well aware of the fact that while the Grandview Symphony Orchestra was struggling to succeed, our city government promised annual funding to help support its programs. Last year, however, private contributions to the Symphony increased by 200 percent, and attendance at the Symphony's concerts-in-the-park series doubled. The Symphony has also announced an increase in ticket prices for next year. Such developments indicate that the Symphony can now succeed without funding from city government and we can eliminate that expense from next year's budget. This action will surely prevent a budget deficit."

The memo asserts that government of the City if Grandview must eliminate its funding for the Grandview Symphony to prevent a budget deficit. To illustrate this, the memo points out that the Grandview symphony has received more money from private donations and attendance at its concerts-in-the-park series also doubled. Besides, the memo also shows that the Symphony has planed to increase its ticket price next year. However, after thorough examination, the evidences provided cannot adequately prove the memo's conclusion, which i would discuss in the following.
  First of all, the mere fact that private contributions to the Symphony increased by 200 percent and more people attended its concerts-in-the-park series last year provides little credible support to the memo's assumption that the Symphony can maintain its operation now. However, without detailed information about the Symphony's expenses and revenue, the true situation may not be so. For instance, though the private donation experienced an increase of 200 percent, it may still be a mall number compared to the expensed of the Symphony. Moreover, even more people attended last year's series in the park, the income from the tickets may be little as the ticket price was quite cheap. Besides, the memo also pointed out that the Symphony has announced to increase its ticket price next year. This may be evidence to show that the Symphony is still in short of money.  Thus, the memo cannot convince me that the government no longed need to support the Symphony at present, let alone draw any further conclusions.

  Another problem with the memo is that it unsubstantiately assumes that government of the City of Grandview could avoid its budget deficient by eliminating its funding for the Symphony. Yet we are not informed the how much percent of the city's budget were used to support the Symphony in the past. It is entirely possible that these money were only accounted a small portion of the whole budget. Then to eliminate the funding may not help prevent a budget deficit.

  In sum, the memo is unconvincing for the aspects mentioned above. To strengthen it, the author must provide more evidences to show that the government does not have keep on supporting the Symphony at present .Moreover, the author should also illustrate that by doing so the government can effectively prevent it budget deficit.
