To be an effective leader, ethical and moral standards are important to some extent. However, in my point of view, there are more crucial characteristics than ethical and moral standards, such as foresight, optimism and tolerance and so on. Moreover, we should consider the leader's political and personal affairs separately for no one was pefact. In one word, I do not agree with the author.

Admittedly, ethical and moral standards are indispensable to some extent. As a leader, it is important to consider at the all people's situation not his own. Because different attitudes towards one thing vary from person to person, leader should find out the balance among these different thoughts. At this time, ethic and morality will affect the leader to reasch the optimal choice. Conversely, lack of these two characteristics, power-holders as leaders will bring people more disservice rather than benefits. For example, Hitler, no one will deny that he is not capable of leading for his powerful leading ability in military. And his speeches infect most of the Germans even the people with high standard ethic. However, he beat the Jews with the most serious harm which greatly changed the Jew's life. Similarly, Qin Shi Huang, who was a meritorious king during the Qin dynasty, organized the common people to construct the Great Wall to defend the other nation's violent attack. He also applied many ruthless methods to protect his control, such as burning of the books and burial of the scholars. There are numerous wars to overthrow Pharaoh's dominion in history. Frequently, such leaders without mercy may lead to a miserable outcome whatever they make many crucial achievements.

Moreover, to be an effective leader, there are more crucial characteristics such as foresight, wisdom, optimism and tolerance than the highest ethical and moral standards. Winston Churchill, a president successfully led the British to defend the attacks of Hitler's Nazi army, is a typical representative of foresight. Since young, he has represented an incredible creative foresight to think about the future other than nowadays or the past. In the battlefield Churchill was a staunch critic of appeasement policy and superintended many famous battles. He also developed a strong personal relationship with President Roosevelt and this led to the sharing and trading of war supplies. With this foresight, he became a celebrated chief within the twenty's century.  

However, it is too rigorous to request that Moses should maintain the highest ethical and moral standards in dealing with their all personal affairs. All people have their rights to make own choices in private lives. So do public officials. As the old proverb always says "no err is human", their political affairs and personal lives should be regarded separately. For instance, Bill Clinton, the ex-president of U.S.A, is a propellant for peace process in Middle-East which won him many praises and more important, he greatly improved the economic condition of America. Although he was bothered with sexual scandal,  an authoritical poll shows that second third masses still support Clinton for his remarkable achievement in official career.

In conclusion, ethic and morality are important as they can affect the leaders to approach the optimal choices for all the common people. Yet to be effective leaders, they should possess much more abilities, such as foresight, wisdom and tolerance and so on. Besides, we should not require the leaders to keep at the highest level of ethical and moral standards with their personal affairs as they do with the official affairs.

的确是有包庇low ethical and moral standards的意思.觉得作为一个领导人,不可能事事都用高标准的道德和伦理对待.私人事件的处理上可以适当放松些,毕竟和工作无关

In conclusion, ethic and morality are important as they can affect the leaders to approach the optimal choices for all the common people. Yet to be effective leaders, they should possess much more abilities, such as foresight, wisdom and tolerance and so on. Besides, we should not require the leaders to keep at the highest level of ethical and moral standards with their personal affairs as they do with the official affairs.
