TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

How to make a society to be always effective is a question that leaders and public officials are carefully concerning. Ethical and moral standards in a high lever of a leader can usually win a respect and applause by people, which in my understanding should be maintained, however, in some certain situation, the leader may not be that 'honest'.

Considering the harmony of a country, ethical and moral standard of public officials in politics is needed to advocate to the equality and effectiveness of a nation, inspire diligence and hard-working of its people, and retain credit and reputation in the world. Especially in the sixty-four-dollar question related to the sovereignty or security of a country should they be stubborn built their high prestige in ethic and morality. George Washington, who brought final defeat to the British after an eight-year struggle, is a typical example. After Continental Army won the America Revolution, Washington sternly suppressed all attempt to use his power to establish a military dictatorship or to become king. However, he continued obey the weak and divided Continental Congress and persuaded the states to participate in the Constitutional Convention. What he did contributes to build the stable ground of democracy of America. The same example that the highest spiritual standards leaders held their people or resisted the enemy is not unique all around the world, such as Den Xiaopin made Hong Kong regress to China, Churchill asked British to beat Nazi.

In economy, the same high standard is also needed. Paul Volcker, appointed as chairman of FRB by Jimmy Carter, led to tough anti-inflation policies which success in fall of inflation, stabilize USA’s economy, however, contribute to Carter’s defeat for reelection. Volcker’s policy carried through to the end indicates highest ethical standard makes citizen trust on the government, and may hold together to get through most difficulties people and government face, as the economy is always think to be linked with the expectation. The immoral leader, on the other hand, will discourage people of the country, make them unwilling to investigate, and make the whole society ineffective. In this situation, most of the businessmen are threatened to have no benefit to do business because the equality and the assurance of the capital is not being well protected. This especially happened in some country which is in convulsion, and leads to the capital outspread.

However, consequence of moral and ethical standards may change in some specific situation, especially in war. It was said that Stalin never believed the Nazi Germany would blitz the USSR west boundary since the two country signed not to attack each other. And this sorrow happened and led to USSR great loss. Leaders should always remember in such extreme situation, there is always not absolutely friend or absolutely enemy, cheating may be a kind of strategy.

All in all, the appropriate combination of trust and distrust can make the society better, for it is the leader's core assignment to make the whole country to be an effective one.
