The following appeared in a recommendation from the president of Amburg's Chamber of Commerce.
'Last October the city of Belleville installed high intensity lighting in its central business district, and vandalism there declined almost immediately. The city of Amburg has recently begun police patrols on bicycles in its business district but the rate of vandalism there remains constant. Since high intensity lighting is apparently the most effective way to combat crime, we should install such lighting throughout Amburg. By reducing crime in this way, we can revitalize the declining neighborhoods in our city.'

The president recommends to install high intensity lighting throughout Amburg, in order to reduce crime and revitalize the declining neighborhood in the city. To support this conclusion, the president illustrates the situations of Belleville and Amburg. However, neither the former nor the latter can powerfully back up the recommendation.

First of all, it is unverified to claim that high intensity lighting is an effective way to reduce vandalism in Amburg. According to the president, the vandalism in Belleville's central business district declined after the installation of such lighting. Nevertheless, the presidents fails to examine other contemporary activities of Belleville which could also induce the declining of vandalism, such as police principles and moral educations. Moreover, even if such lighting has reduced vandalism in Belleville, whether it will work efficiently in Amburg remains a question. The vandalism in Amburg may be much more severe than that in Belleville, and such lighting may not affect the conductors of vandalism in Belleville at all.

Besides, it is unsubstantiated to neglect the effect of police patrols on bicycles in Amburg. Although the rate of vandalism in Amburg remains constant currently, no evidence indicates that such police patrols will not induce significant change in future. Police patrols do not only represent authority dealing with crime, but also serve as a perfect supplement of citizens' moral education. As a result, though the effect of police patrols is not apparent currently, but may become remarkable in following days.

Furthermore, even if the high intensity lighting is an effective way to reduce vandalism in business districts, no information proves that such lighting can reduce other crimes. Did the entire crime in Belleville decline after the installation of such lighting? If the answer is no, it is completely unreasonable to announce the effectiveness of such lighting in reducing crime.

Additionally, even if the high intensity lighting is effective in reducing crime, it is unreasonable to deduce that such lighting can revitalize the declining neighborhoods in Amburg. If the declining neighborhoods does not result from crime, but other factors such as uncomfortable environment or depressing economy, such lighting will not cause any effect at all. If the declining neighborhoods are far away from business districts, such lighting cannot effectively influence the crime in these areas. Also, it is unwise to consider installing such lighting in these neighborhoods, because the high intensity light will disturb residents at light and make them unpleasant and uncomfortable.

In conclusion, the president's recommendation is not reasonable enough to convince others. While failing to carefully examine the situations of Belleville and Amburg, the president wrongly deduces the effectiveness of high intensity lighting in reducing crimes or revitalizing neighborhoods.
