Along with the rapid economical and social development of our society, there is a growing tendency for people to estimate the public offical by the levels of achievements that they have attained in economy and politics rather than the ethtic and moral standards. However, overlooking the ethic and moral criterion undoubtedly will exert harmful effects on the development of the society.

Public officals carry out their power without high morality do harm to the nation's reputation and interests as well. Hitler serves as a good example. The Naziism generated disastrous catastrophe to German and the world as a whole. Until now, the Germans confess to all nations every year at the anniversary of World War Two. Another example is Nixon's resignation, which initiated a prolonged crisis of confidence. A 1974 roll showed that 43% of people said "hardly any" when asked how much faith they had in the executive branch of government of America. This affair makes it doubly diffucult for the American government to face since it brought about a crisis of new problems from abroad. Leaders with great power will exert disasters to the nation if they carry out the power immorally. The scandles of the leaders damaged the reputations and destroyed the interests of their nations. In short, it is the obligation to maintain high moral and ethic standards of leaders.

Undoubtly, leaders with great morality would make the leadership more effective and receive respects from the nation. Chinese Premier Zhou Enlai, devoted himself to his country and populace and owned hardly one coin in the bank after he passed away. We Chinese people appreciate his preeminent political achievements and his great character as well. From the trivial affairs he did, we moved by his great morality and humanity. As a premier, he never throwed away his old bedgown; as a premier, he never contempted to talk with ordinary farmers; as a premier, he never took credit to himself; as a premier, he even had no child. Although he passed away, his spirits and high morality will influence thousands of generations. Therefore, we trust in those leaders who possess high morale.

Addimitedly, leaders themselves should enhance their moral standaders and accept the supervision from the society. To be an effective leader, they must possess self—restraint, honesty, benevolence, trust, dignity. Yet these perfect characters will not formed themselves, leaders must enhance it themselves. Apart from this, we publics need to supervise the behaviors of leaders.Consequently, it will increase the trust between the superior and inferior classes and make the society function well.

It is high time to place adequate emphasises on the moral and ethic standerds of the public officals, otherwise, our society would be on pursuit of the treasure blindly and declined in morality which will lead us to the catastrophe.
