TOPIC: ARGUMENT216 - The following appeared in a magazine article about planning for retirement.

"Because of its spectacular natural beauty and consistent climate, Clearview should be a top choice for anyone seeking a place to retire. As a bonus, housing costs in Clearview have fallen significantly during the past year, and real estate taxes remain lower than those in neighboring towns. Nevertheless, Clearview's mayor promises many new programs to improve schools, streets, and public services. Retirees in Clearview can also expect excellent health care as they grow older, since the number of physicians in the area is far greater than the national average."

The arguer suggests Clearview as the best place for retire people, because the lower price of the house, lower fee of the tax, and better care in the place. But all of the evidence for the advantages are doubtable.

The arguer describes that housing costs in Clearview have fallen as a bonus, but he dose not tell us the accurate prices or compare the cost with other similar places. It is not strange that we assume that the housing costs are extremely high before last year therefore buyers cannot afford such a price. If it is the real reason of the price reducing, the price of Clearview's house may not cheaper than the average price after the decrease.

Besides, the taxes remain lower than neighboring towns, but how could we conclude that the taxes in Clearview is really low before we know the tax-level of the neighboring towns? If many rich people live in such neighboring towns and afford much money on tax for luxury inhabitance's constructions with pleasure, it is no value comparing the taxes with them. Even if the tax-lever still low in Clearview, we cannot assure the taxes not increase in the next year after many people buying houses there with no promise maintaining the taxes from government.  

On the other hand, the arguer seems very proud of the programs promised by local government, but he ignores the some important aspects for retired people. Do these older people can conveniently buy commodities in the local stores? And are the prices of food clothes and gorges in these stores low? If they are more expensive than other place, these old people may not be willing to go a long distance to buy things from other towns. Thus may be the cause they do not choose Clearview as their homes. Health care is another focus section of retire people. Only the better physicians-level than national average may not attract the elders’ attention comparing with other places’ outstanding health care constructions for elder people.

If the arguer can give out reliable information of the advantages of the houses, area contribution, and valuable price, more buyers may consider the area for living in.
