According to the speaker, a public officer must maintain the highest moral standards in order to be an effective leader. However, as far as I am concerned, a public officer can be an effective leader as long as he/she can get things done. The reasoning for my perspective goes as follows.
Turning first to the virtues of the high ethical and moral standards, they can help the official to achieve the effectiveness through building up the self-realization and self-motivation mechanism. As we all known, one of the most important functions of the leader is to help their colleagues to think they can do much better than they really do. By creating a strong sense of self-realization and self-motivation which help they think that they can do even better, and their potentials are much more than they can imagine, the leader is more likely to attain his/her goal of effectiveness. To achieve this, high moral and ethical standards are really important. Colleagues will be more likely to trust and be proud of an official whose ethics and morality are high, and then learn the virtues from him/her. More and more highly motivated colleagues appear, and they affect each other to build up a kind of culture or value. Therefore, the effectiveness is more likely to achieve with such self-motivated hard working and self learning created by the official with the help of his morality. Moreover, the high ethical and moral standards could also be helpful to the effectiveness of the official in that they can meet the needs from the public who are eager to search for morality within policy or politics of the official or government, and the needs of the other officers and mass media to sensor the virtue of the official. For example, one of the greatest leaders in China, Zhou enlai, gain his charisma and is an effective leader by virtue of his high standards of morality. Therefore, the high standards of morality and ethics are of vital importance for the official to be an effective lead in these circumstances.
However, I believe that as long as the official can get things done, he/she can be an effective leader. To achieve the goal of getting things done, a lead should ask for help from his colleagues. In this case, a good reputation could help to facilitate this; however, the very meaning of a leader is in that he/she has the power to assign works to others. Therefore, expertise, experience, power, coerciveness and the reputation of effectiveness which might be achieved by the above, will also help him to get things done and to attain the goal of effectiveness. Moreover, I bet the later conditions are much more important than the before in that in the realm of Politics, there should be collisions between the moralities of the leaders and the politics of the leaders. And to achieve the goals of effectiveness, the better way is to apply utilitarian means which are instructed by politics. Because the politics of the government is not in all means coherent with the moral and ethical standards of the mass. For example, the policy of the "Anti-Terrorism" of the US government, which are more and more morally or ethically against by the public, is being effectively carried out by the military officials. Nevertheless, an military official should take strategies to obey the commands or follow the policy in order to achieve obedience and effectiveness of being an officer. Therefore, although the official might be viewed as one with low morality within the criteria from the society, he might be an effective leader anyway.
Moreover, when coming to special circumstance that the office or government might not stand for the benefit of the public and the society, the officer would achieve his effectiveness with counter effect to the society, therefore, there is no morality or ethics in any stands. For example, the paradigmatic example is the government of Nazi and Hitler. Hitler is surely evaluated as an effective leader by the military specialists. However, what his government did and what he commanded is surely deviated from morality and ethics in any ways or at any time. His extreme example also informs us that when the desired effects of the officials are not for the welfares of the public or even counter that, leaders surely will be immoral but he might be effective through advocacy and propaganda within his government. The effectiveness of the leader sometimes has nothing to do with the morality, since as long as the desired effects are achieved by the officials, he/she can be an effective leader anyway.
To sum up, although the morality and ethics of the official may have certain merits in carrying out daily affairs of the government effectively, I bet the they have fewer effects than other qualities such as eloquence and the ability of advocating within the realm of politics. In all, as long as the lead can get things done, he/she can be an effective leader in the end.
