Brainstorming:我把题目按自己的理解翻译一遍可能更利于进行brainstorming．
题目：一个公共机构的领导者想要做到杰出就必须自身保持高尚的伦理道德情操．
首先应该对领导者进行定义，作为公共机构，不论是政府，公司，还是学术机构，他们的职责是代表其他机构成员，按照机构的章程，完成他们的职务．按理说，衡量他们是否杰出，应该只考虑他们的政绩，但是，由于公共机构在社会的不同地位，他们还要担负起工作以外的职责，公众的领导应该注意其公众的形象，对于不同的部门，他们都应该在公众中树立一个公认的良好形象，特别是政府单位，政府部门的领导应该树立廉洁，公正，正直等等形象，学术部门的领导应该树立勤奋，谦虚等形象，商业部门的领导应该树立起竞争向上等形象．这些都是高尚的道德情操的一部分，当然人无完人，但是这些公众的领导必须在总体上符合道德标准的大部分要求．政绩是一部分，但是公众的影响应该被放在首位，那些工作能力强的但是有些须缺陷的人可以作为领导的助手．．．．．．

提纲：
观点：采取完全赞同的观点
正文段１：什么是杰出的领导，什么是高尚的道德，首先在这里介绍解释，这算是总述．将杰出的领导和高尚的道德之间的关系说明．等于是进一步发展开头段提出的观点．
正文段２：具体分述：首先是因为由于有了高尚的道德做指导，才能帮助他们在许多重要或者关键时刻做出明智的决定．＂要学做事，先学做人＂
正文段３：其次是由于他们的社会特殊性，作为公众任务来说，必须成为别人的参照的榜样．
正文段４：对于工作能力强的但是在道德等方面还有不足的，我们一方面是磨练他，另一方面也可以把他们放到助手的位置帮助领导．同时，作为公众领导也应该提高他们的执政能力．
结论：总结．公共机构的杰出领导必须是将其优秀的工作能力建立在高尚的道德标准之上．

We have entered an era with rapid exchange of information and therefore endless communications between people and that has created an atmosphere in which the images of famous people or public officials are transmitted to almost every person around the world. To be a preeminent leader one has to give his ethical as well as moral standards the highest priority.

What is an effective leader? What character he or she should have? As far as I am concerned, the definition a preeminent leader goes beyond the circumscription of effective working and wise decision making. It is clear that leaders of any groups which are formed by different people have to stands out as a fine example to its members, examples of fine moral criterion. Only in this way can they be able to make their orders executed quickly and therefore make themselves supported without any doubt from their underlings.

Some people might wonder that these kind of require of a leader would be superabundance, they claim that to be a effective leader, one has to focus on his or her office rather than wasting all of his or her time on building up a fine figure with the highest moral and ethical standards. These people neglect that these leaders are living in a society with fast information intercommunion. Any mistakes or shortcomings of a leader will be "magnify" through media. For instance, if a leader of a chemistry department in a college comes to work late one day, it will be known to all the students as well as teachers of the department, then it will be quite difficult for this leader in the following days of his office to make his orders obeyed, students would feel no sorry for their absenteeism. Another example to illustrate this point is that if a political leader refuses to donate to relief organizations, then his party will lose people's support because people would think that such a leader might only consider himself and do nothing good to the public. These two examples show how significant it is to be a leader of high moral standard.

Moreover, a fine moral criterion would be the best guideline when a leader as to make a vital decision. We are familiar with the idea that: to learn to do things effectively, one need to learn to be a good man in the first place. It is the same to a public official since leaders are also human beings. But this means a lot more to a leader. A leader has to make decisions in the name of the organization or a group of people and his or her decisions sometimes affect many other people. Maintaining the highest standards of morality will help leaders make the best decision which will do good to himself as well as other people rather than concerning only about their own profit. As we all accept helping other people as one aspect of a good morality.

But only emphasizing a moral standard regardless of other ability of the leader would be misleading and sometimes a somewhat inefficient leader with good moral standard will only win the group under his office only fame but profit. In this situation it is better to first put him in a lower position and let him practice to accumulate experience of work.

In sum, good public officials must stand a good moral and ethical standard as well as work efficiently and wisely. Working ability built on the foundation of morality will create a preeminent leader of public.

感谢你的修改,我的长句是有点过多,不过这是以前养成的习惯了,我会慢慢改的.
我是很不愿意在文章举名人例子的,总是怕雷同一说.
