[size=-2]"To be an effective leader, a public official must maintain the highest ethical and moral standards."
一个公仆如果想成为一位杰出的领导者就必须保持最高的伦理和道德标准。
The speaker suggests that an effective leader must maintain the highest ethical and moral standards. In my point of view, I am inclined to support this idea with my own reservations, undeniably high ethical and moral standards are of importance to an effective leader, yet, not necessarily the highest.
Admittedly, to maintain high ethical and moral standards has a positive effect for a public official, which are a man’s characteristics inside. To himself, these could help make proper judgments as standards, even promote his political career. Without high ethical and moral standards, an official often cannot tell right or wrong when faced with a temptation such as money, beauties and power. Lots of examples like this exist around us. The ex-president of jiangxi province in China, C. Q. Hu, was charged with the malversation. In addition, to the society, if a leader can maintain high ethical and moral standards, people would follow him as an example, which will build up a healthy ethos promoting the society's harmony. For example, the ex-premier of China, E. L. Zhou, who is well-known for his high ethicality and morality, is respected as a great leader and studied by people in China. Thus one of important factors to be an effective leader is to maintain high ethical and moral standards.
Nevertheless, an issue of great essential should be discussed is that whether having some flaws against the highest ethical and moral standards does a vital harm for a leader to be effective? Bill Clinton, the ex-president of U.S.A, is famous for his political achievement that the myth for the American economy created by his liberal initiatives. Most of Americans admit that he is an effective leader. Unfortunately, since lacking of the highest standards of the ethicality and morality, he is also famous for his sexual scandal with Lewinsky. That’s to say, we couldn’t make keeping the highest ethical and moral standards equal to be effective. Although we often hope our leader should not be with any flaws in mind, it’s known that there is no perfect man in the world, even the greatest leader. So far as a leader can make his people live better and better, even if he has some flaws against the highest ethical and moral standards, he is effective. To a certain extent, the requirement that an effective leader must maintain the highest ethical and moral standards is over-idealist.
Another issue in parallel to the idea above is that whether to maintain the highest ethical and moral standards in complicated political situations is necessary for a leader to be effective. People’s interest does an effective leader have to defend, when it has conflicts with the highest ethical and moral standards he maintains sometime. On the other word, to maintain the highest ethical and moral standards means ineffective at this time. For instance, to be dishonest is forbidden by the highest ethical and moral standards, but if a leader tells truths about his strategies in media all the time when his country is involved in a war, his people will lose their lives in the battle. I do believe no one will say he is effective except his enemies. So, the highest ethical and moral standards are not necessary for a leader to be effective.
Overall, due to analysis and reasons above, we may finally draw the conclusion that to maintain high ethical and moral standards are crucial to a leader, but not the highest.
