"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

The economic minister thinks that in order to provide more income for the population of Paraterra and preserve the natural environment of the country, they should promote ecotourism as well as hire the current director of Bellegea's National Tourism Office as the consultant. The reason is that Bellegea was benefited after an advertising campaign which is to promote ecotourism. There are more foreign visitors at the main airport and the capita income increased. After careful srutiny of the argument, I find that there is not enough evidence for Paraterra to do that.

First of all, the economic minister thinks that the reason of more foreign visitors and income is the promotion of ecotourism. However, he neglects other possible reasons. We do not know whether there are several national summits or concerts of famous musicians this year in Bellegea, which may cause the increase of the number of the foreign visitors as well. Maybe even a newly repaired airport can give the same effection since it becomes a place to exchange airlines. The economic minister neglects many other possible reasons, so it may not be the ecotourism that the element really affects.

Even if the ecotourism is the real reason, it may not necessary for Paraterra to do the same. There is not any information about the natural circumstance of the two countries. We even do not know whether nature condition in Paraterra is good to promote ecotourism. Bellegea may be a country full of natural recourses such as forests, grasslands, and wild animals while Paraterra may have old cities and historic buildings instead which can do nothing to ecotourism. The analogy of the two countries based on few evidence that we can not decide whether promoting ecotourism is advisable to Paraterra.

Another flaw of the proposal is that hiring the current director of Bellegea's National Tourism Office as a consultant may not good to the advertising campaign of Paraterra. On the one hand, there is no evidence that the reason of the success of the advertising campaign in Bellegea is the good direction of the current director. Maybe a good design of the advertisments or a group of experienced crew is enough. On the other hand, we do not know whether the director understands the condition of Paraterra, which may be much different from Bellegea. So there is no evidence to illustrate that his planning can be advisable in the new circumstance.

There are many logicall flaws in the proposal so the conclusion the economic minister said may not be a good decision. We need more informations such as the conditions of the two countries and other conditions of Bellegea this year to help to do the decision.

总的来说，结构还是很清晰的。但是第一段的那个错误，我不知道是不是严重。这个是没有把原题的结果，论据等分析清楚造成的。
还有里面的语言还要多修改一下。
