In this argument, the author recommends that the Deerhaven Acres should adopt their own restricting on landscaping and housepainting. To justify the conclusion, the author cites that homeowners in Brookville community, a neighborhood community, did it seven years ago that restricting on the community's yards and the colors of the exteriors of homes. Also, the author points out that the average property values of Brookville have tripled since the restriction. However, the argument relies on a sequence of unsubstantiated assumptions, which will damage the soundness of the conclusion.

A threshold problem with the argument involves that the author fails to establish the causal relationship between the property values rising with the restrictions which limit the community's yards and the homes exterior color. The values of Brookville tripling may be due to that the whole city's estate market rising in recent years. Perhaps new shopping centers which can raise the nearby communities' property values have been built up near it. Or perhaps this community is close to a big garden which can bring out the fresh air every time. Without taking into account such factors, it is unjustified to claim that the property values raising results from the adopting of the restriction.

Another point worth considering is the restriction making by Brookville has seven years old, even if it is effective on increasing the value, whether it can satisfy the people's requirement in recent years. The author provides no information about the inhabit dwelling in Deer haven Acres and the ones who intend to buy a house in this community. Maybe people these years care more about the freedom and the variety, rather than the restrictions which limit the exterior in the same color and garden yard. Lacking such evidence, it is injustice to account for that adopting their own restrictions on landscaping and housepainting necessarily leads the community's property values increasing.

In addition, the author ignores the other factors that may influence the value increasing. Perhaps the Deerhaven Acres locates in the slum district, or perhaps in some inaccessible area. If so, even if some effective restrictions have taken into practice, the value of Deerhaven will hardly raise because rare people intend to live in that kind of environment.

To sum up, the argument is unpersuasive as it stands. To strengthen the argument the committee must provide clear evidence that the restrictions, not other factors, were responsible for the rise in Brookville's property values. To evaluate it, the committee should provide additional evidence that the other factors affecting the price are similar in the two regions.
